It has to be mentioned that training culture in Gaza Strip did not reach alevel where both employees and top management consider it as top priority. Few ofthem consider training in general as a need for capacity building while the majoritystill thinks that training is not essential although they may join it. This might uncoverthe reason why project parties did not receive enough safety training.It is internationally well known that construction project should provide enough safetytraining for everyone working on site (Huang and Fang, 2003). Unfortunately, inGaza Strip it is evident from results that employees do not join enough safety trainingwhich might include course such as fall protection, chemical hazards overview, handand power tool safety, indoor crane and sling safety, trenching and excavation safety,and many others.Table 4.8 shows the person responsible for developing the safety training program. Itis shown that 43.48% of respondents referred the development of such safety trainingprogram to safety engineers while company managers constituted 34.78% ofrespondents.85
