In particular, the development of appropriate harbour<br />

<strong>in</strong>frastructure and the number of lay<strong>in</strong>g vessels or<br />

ships capable of transport<strong>in</strong>g offshore w<strong>in</strong>d turb<strong>in</strong>es<br />

are significant bottlenecks for an offshore grid.<br />

Supply bottlenecks are regarded by the <strong>Offshore</strong>Grid<br />

consortium as a medium barrier for an offshore grid.<br />

5.2 Ongo<strong>in</strong>g <strong>in</strong>itiatives –<br />

policy – <strong>in</strong>dustry<br />

First of all it has to be highlighted that apart from<br />

<strong>Offshore</strong>Grid, there are few studies that analysed cost<br />

and benefits of an offshore grid.<br />

• The PhD thesis by Gregor Czish [34] and the<br />

<strong>Europe</strong>an IEE-funded project TradeW<strong>in</strong>d [36] have<br />

briefly looked <strong>in</strong>to the issue. Both studies outl<strong>in</strong>e<br />

first analysis, but no specific research was carried<br />

out.<br />

• Greenpeace has developed a map of a possible offshore<br />

grid [35]. If it were to be built with 6,200 km<br />

of offshore electricity cables, the cost is estimated<br />

at about €15-20 bn.<br />

• In February 2011, ENTSO-E published its views on<br />

offshore grid development <strong>in</strong> the North Seas [45].<br />

Its <strong>in</strong>itial view is that an <strong>in</strong>tegrated approach can<br />

deliver capital sav<strong>in</strong>gs <strong>in</strong> the order of 10%.<br />

• The <strong>in</strong>itiative ‘Friends of the Supergrid’ has published<br />

a position paper on a first phase of the<br />

supergrid [44]. The design is based on connect<strong>in</strong>g<br />

23 GW of offshore w<strong>in</strong>d from the Firth-of-Forth,<br />

Dogger-Hornsea, Norfolk Bank, German and Belgian<br />

<strong>Offshore</strong> clusters us<strong>in</strong>g technology expected to<br />

be available between 2015 and 2020. FOSG emphasises<br />

the need to connect to the large energy<br />

storage facilities <strong>in</strong> Norway. Accord<strong>in</strong>g to their estimates,<br />

the grid tariffs will need to rise by €0.0023<br />

per kWh to recover the costs.<br />

The <strong>Offshore</strong>Grid study is clearly needed to advance<br />

the discussion and provide <strong>in</strong>put for policy and <strong>in</strong>dustry<br />

discussion. Some of the ongo<strong>in</strong>g <strong>in</strong>itiatives are<br />

mentioned below.<br />

<strong>Offshore</strong>Grid – F<strong>in</strong>al Report<br />

Policy <strong>in</strong>itiatives<br />

S<strong>in</strong>ce 2009 the analysis of an offshore grid is a focus<br />

of attention on a <strong>Europe</strong>an and national policy level.<br />

One of the <strong>Europe</strong>an Commission’s goals is to design<br />

a s<strong>in</strong>gle <strong>in</strong>tegrated <strong>Europe</strong>an market for electricity. An<br />

offshore grid <strong>in</strong> Northern <strong>Europe</strong>, <strong>in</strong>terconnect<strong>in</strong>g offshore<br />

w<strong>in</strong>d and national power systems, is seen as<br />

vital <strong>in</strong> achiev<strong>in</strong>g this goal. The <strong>Europe</strong>an Commission<br />

thus took a lead<strong>in</strong>g role by foster<strong>in</strong>g discussion <strong>in</strong> different<br />

work<strong>in</strong>g groups. They also provide fund<strong>in</strong>g for a<br />

variety of projects to <strong>in</strong>vestigate relevant questions,<br />

such as optimal grid design (<strong>Offshore</strong>Grid), questions<br />

concern<strong>in</strong>g offshore w<strong>in</strong>d potential (W<strong>in</strong>dSpeed, [37])<br />

and maritime spatial plann<strong>in</strong>g (Seanergy 2020, [38]).<br />

With<strong>in</strong> the framework of the Trans-<strong>Europe</strong>an <strong>Energy</strong><br />

Networks for <strong>Electricity</strong> (TEN-E), a coord<strong>in</strong>ator has<br />

been assigned to coord<strong>in</strong>ate all activities related<br />

to Baltic and North Sea offshore w<strong>in</strong>d connections.<br />

The coord<strong>in</strong>ator, Mr. Adamowitsch, has started a well-<br />

frequented work<strong>in</strong>g group with regular meet<strong>in</strong>gs <strong>in</strong><br />

which research, <strong>in</strong>dustry and policy representatives<br />

discuss barriers, challenges and solutions for a future<br />

offshore grid. The <strong>Offshore</strong>Grid consortium actively<br />

follows this work<strong>in</strong>g group and provides <strong>in</strong>put and<br />

presentations.<br />

Furthermore, at the end of 2010, a new <strong>in</strong>frastructure<br />

package has been published by the <strong>Europe</strong>an<br />

Commission. It <strong>in</strong>volves a Communication on offshore<br />

grids [23], and sets the framework for further<br />

policy actions. In the Communication, the Commission<br />

def<strong>in</strong>es 8 EU priority corridors for the transport of electricity,<br />

gas and oil. One of these priority corridors is an<br />

offshore grid <strong>in</strong> the Northern Seas. The <strong>Offshore</strong>Grid<br />

consortium actively supported the <strong>Europe</strong>an<br />

Commission <strong>in</strong> the policy mak<strong>in</strong>g process. Specific<br />

questions were studied upon request and new results<br />

were exchanged proactively. The text and recommendations<br />

<strong>in</strong> [23] are based on the <strong>Offshore</strong>Grid Draft<br />

F<strong>in</strong>al Report [27].<br />

There is also movement on the regional level. What<br />

orig<strong>in</strong>ally started <strong>in</strong> the Pentalateral <strong>Energy</strong> Forum<br />

(Governments, TSO’s and regulators of BE, FR, NL, LU<br />
