application. In no case will an officer selection team refer any<br />

applicant or other interested party to anyone other than the<br />

Assistant for Officer Procurement.<br />

1010. REPEAT TRAVEL ORDERS. Officer selection team personnel may be<br />

issued repeat travel orders by their district director to perform<br />

travel in connection with Reserve officer selection matters.<br />

1011. DISTRICT SCREENING BOARDS<br />

1. Each <strong>Marine</strong> <strong>Corps</strong> district director will appoint a screening board<br />

to consider applications for all Reserve officer programs. The senior<br />

member of this board will be a field grade officer. The district<br />

director will ensure that each member is completely conversant with<br />

all requirements for enrollment, training, and possible attrition<br />

prior to completion of a Reserve officer candidate training program.<br />

2. The screening board will examine each application to determine the<br />

applicant’s overall qualification, excluding medical qualifications,<br />

for enrollment. The screening board is responsible for ensuring that<br />

each applicant meets the requirements for a particular program and<br />

that there is every reason to expect that the applicant has the potential<br />

and motivation to satisfactorily complete training/evaluation<br />

syllabus and serve as a respresentative <strong>Marine</strong> officer. The screening<br />

board will additionally ensure administrative accuracy and completeness<br />

of all applications. If found qualified, the board will forward<br />

the application to the CMC (MRRO-2), providing the applications are<br />

received administratively correct from the recruiting station, the<br />

district level screening process for all Reserve officer applicants<br />

must be completed expeditiously. Applications must be received by the<br />

CMC (MRRO-2) within the timeframe set forth in the annual Personnel<br />

Procurement Operation Plan.<br />

3. In order to expedite processing and ensure administrative accuracy<br />

of applications, any application received by the CMC (MRRO-2) that is<br />

incomplete or inaccurate will be returned to the appropriate district<br />

for completion/correction and resubmission.<br />

1012. SELECTION OR NONSELECTION OF APPLICANTS<br />

1. The district director will inform successful applicants of their<br />

status utilizing the format in figure 1-1. A copy of this letter will<br />

be forwarded to the CMC with the application.<br />

2. The CMC will notify all civilian applicants by letter, or an advance<br />

copy of orders, of final selection results. Copies of all<br />

approval and disapproval letters will be furnished to the district<br />

director and the OSO concerned.<br />

3. SMCR enrolled in the officer candidate programs will be notified<br />

of approval by a letter forwarded via the Commanding officer of the<br />

member’s MCR unit. The approval letter will direct the transfer of<br />

the member, by service record book (SRB), to the Reserve Officer<br />

Candidate Accounting Unit, Officer Candidate School, <strong>Marine</strong> <strong>Corps</strong><br />

Combat Development Command (MCCDC), Quantico, Virginia. A copy of the<br />

letter will be forwarded to the district director and the OSO concerned.<br />

4. Following receipt of the CMC letter directing transfer of a<br />

selected <strong>Marine</strong> <strong>Corps</strong> reservist or an individual ready reservist,<br />

commanding officers of MCR units, and the Director, <strong>Marine</strong> <strong>Corps</strong><br />

Reserve Support Center, will transfer the individual to the Reserve<br />

Officer Candidate Accounting Unit, Officer Candidate School, MCCDC,<br />

Quantico, Virginia. Transmittal of the SRB of the applicant will only<br />

be accomplished after selection by the CMC and transfer of the <strong>Marine</strong>.<br />

5. If a district screening board determines an applicant for a<br />

Reserve officer program is not best qualified, am endorsement recommending<br />

disapproval will be forwarded to the CMC (MRRO-2) along<br />

with the application. This endorsement will be placed at the bottom<br />

of the OSO’S evaluation form.<br />
