where the certificate was issued; or attach a copy of the applicant’s<br />

United States birth certificate, if available. In cases where the<br />

Parent’s certificates are not readily available to establish proof of<br />

citizenship, authority is granted to conditionally enlist applicants<br />

who have sufficient official proof of citizenship without reference<br />

to parent’s birth certificates; e.g., consular verification, passport,<br />

etc. Attach copies of the specific documents used in lieu of birth<br />

certificates to verify citizenship.<br />

c. If the applicant was foreign born and does possess proof of<br />

citizenship (either through naturalization, in their own right or<br />

derived from parent(s)), include the below additional information, if<br />

applicable, on the NAVMC 538.<br />

(1) Date and proof of initial entry into U.S.<br />

(2) Was applicant’s birth registered with an American Embassy?<br />

If so, when and where?<br />

(3) Registration number(s) of parent(s) and/or applicant.<br />

(4) Were parent(s) in the Armed Forces or on Government<br />

business at time of applicant’s foreign birth?<br />

(5) Passport/visa identification.<br />

(6) Other available information that will verify birth/<br />

citizenship.<br />

3. OSO’s should obtain a copy of Form N-17 from the local office of<br />

the U.S. Immigration and Naturalization Service for further information<br />

on U.S. Citizenship.<br />

4. Applicants for any aviation program must be U.S. citizens at the<br />

time of their application. Filing a Declaration of Intent does not<br />

constitute U.S. citizenship.<br />

2205. AGE REQUIREMENTS AND PARENTAL CONSENT<br />

1. Applicants for any Reserve officer candidate program must meet the<br />

following age requirements at time of appointment to commissioned grade<br />

in the MCR. Waiver of the age requirements will be considered only for<br />

exceptionally well qualified applicants within the absolute limits<br />

indicated in parentheses. Prior USMC or other service experience will<br />

be a considered factor in granting age waivers, however, a "constructive<br />

age?? (subtracting prior service time from actual age) will not be<br />

calculated for officer program applicants.<br />
