4. No officer shall be reappointed to commissioned grade above the<br />

grade of Major unless selected therefore by a duly constituted<br />

selection board.<br />

5. An applicant must have been on active duty or have been affiliated<br />

with a Reserve unit within 3 years of request for reappointment.<br />

6. An applicant must be determined to be physically qualified for<br />

reappointment, as determined by the Commander, Naval Medical Command.<br />

7. Applications for reappointment should be forwarded to the CMC<br />

(MRRO-3) in letter format. The applicants must explain why they desire<br />

to be reappointed in the U.S. <strong>Marine</strong> <strong>Corps</strong>/<strong>Marine</strong> <strong>Corps</strong> Reserve.<br />

Mandatory enclosures to the application are:<br />

a. A recent report of physical examination, SF 88 (in duplicate)<br />

and SF 93 (in duplicate). Aviators must include a current flight<br />

physical (in duplicate).<br />

b. Completed DD Form 398, Personnel Security Questionnaire<br />

(typewritten).<br />

c. Completed DD Form 398-2, Personnel Security Questionnaire (NAC)<br />

(typewritten).<br />

d. Two Fingerprint Cards, FD-258, (2 originals).<br />

e. Recent photograph, standard full-length, uncovered, front view,<br />

left shoulder forward.<br />

8. Exceptions to the above criteria may be requested. However,<br />

reappointment in any waiver case will be considered only on a singular,<br />

highly selective basis.<br />

9. Under no circumstances will an officer who was discharged as a<br />

result of twice failure of selection for promotion be considered for<br />

reappointment.<br />

3008. SPECIALIST OFFICER PROGRAM<br />

1. The Specialist Officer Program is designed to meet the <strong>Marine</strong><br />

<strong>Corps</strong>’ needs during periods of national mobilization for Reserve<br />

officers who possess exceptional skills which are not otherwise<br />

available within the Reserve structure. The term "exceptional" means<br />

that the applicant must be qualified to a degree which is rare,<br />

uncommon, or seldom encountered. The paramount prerequisite of this<br />

program is that the individual possess unusual talent or expertise that<br />

would not be available within the Regular <strong>Marine</strong> <strong>Corps</strong> in event of<br />

national mobilization. It is not the intent of this program to award<br />

commissions based solely on interest in the <strong>Marine</strong> <strong>Corps</strong>, patronage or<br />

ineligibility for other officer programs. Because specialist officers<br />

are appointed to meet mobilization needs, they are not required to<br />

perform an active duty obligation except in the event of a national<br />

emergency. This is a closely monitored program, and the <strong>Marine</strong> <strong>Corps</strong>’<br />

needs for specialist officers are quite limited; as such, we do not<br />

actively recruit for the program.<br />

2. Specialist officers cannot be appointed to a grade above second<br />

lieutenant, except for officers who would be entitled to credit for<br />

prior commissioned service above the grade of CWO-4.<br />

3. Applications are submitted to the Commandant of the <strong>Marine</strong> <strong>Corps</strong><br />

(MRRO-3), Headquarters, U.S. <strong>Marine</strong> <strong>Corps</strong>, Washington, DC 20380-0001,<br />

requesting appointment as a specialist officer in a particular<br />

speciality. Application is made in two separate phases.<br />

a. Phase I. A detailed resume which outlines the applicant’s<br />

qualifications, credentials, and experience is forwarded by the<br />

applicant to the CMC (MRRO-3). Based upon this resume, Headquarters,<br />

U.S. <strong>Marine</strong> <strong>Corps</strong> will determine (1) whether or not the applicant<br />

possesses exceptional skills needed by the <strong>Marine</strong> <strong>Corps</strong> in event of<br />

mobilization, and (2) whether or not the <strong>Marine</strong> <strong>Corps</strong> has sufficient<br />

officers currently onboard to satisfy mobilization requirements for<br />

this particular skill. The below information must be submitted with<br />

the detailed resume:<br />

(1) Three letters of recommendation from individuals who can<br />

attest to the professional competence of the applicant.<br />
