9. Financial Assistance. The purpose of the <strong>Marine</strong> <strong>Corps</strong> Financial<br />

Assistance Program is to provide monies in the form of a monthly<br />

stipend of $100 to eligible members of the PLC and WOC(J) Programs.<br />

a. Upon successful completion of at least one summer training<br />

period, undergraduate PLC/WOC (Jr.) Program members in good standing<br />

may apply for financial assistance from the <strong>Marine</strong> <strong>Corps</strong>. Applications<br />

approved by a board of officers at Headquarters <strong>Marine</strong> <strong>Corps</strong> will<br />

provide for a stipend of $100 per month, subject to yearly renewal, for<br />

the remainder of their undergraduate studies. Payment of such stipend<br />

will be made for a maximum of 9 months during any 1 normal academic<br />

year, not to exceed a total of 3 years. Receipt of Financial Assistance<br />

obligates a PLC/WOC member for an additional active duty obligation.<br />

In the event a commission is not tendered for any reason other<br />

than not being physicallly qualified for commissioned, service, the<br />

member is obligated to repay the total amount accepted for financial.<br />

This obligation is incurred upon the candidate’s receipt and acceptance<br />

of the first payment. <strong>MCO</strong> 7220.43 describes in detail the requirements,<br />

regulations, and administration of the Financial Asistance<br />

Program.<br />

b. Active Duty Obligation. (Upon Successful Completion of<br />

Requirements for Commissioning). Active duty obligations are governed<br />

by the basic service option as written in the most current service<br />

agreement. Obligated service for undergraduate financial assistance is<br />

established as 6 months for each school year or portion thereof during<br />

which the member received financial assistance from the <strong>Marine</strong> <strong>Corps</strong>.<br />

10. PLC Flight Program. There are two programs involving flight<br />

orientation and indoctrination that are available for eligible members<br />

of the PLC(NA) Program:<br />

a. <strong>Marine</strong> <strong>Corps</strong> Flight Orientaion Program (MCFOP). This is a<br />

program designed for use by the recruiting service to determine motivation<br />

for flying and to screen members for both the PLC(NA) and AOC<br />

programs. <strong>MCO</strong> 3770.1 provides instructions and guidelines covering the<br />

program.<br />

b. Flight Indoctrination Program (FIP). Once a PLC applicant has,<br />

been approved by the CMC for an aviation guarantee and successfully<br />

completes all required training the applicant is eligible to participate<br />

in the PLC FIP. Participation in the FIP although not mandatory,<br />

is considered an important recruiting incentive in providing motivation<br />

of fully-trained PLC(NA)’s and reducing candidate attrition. Command<br />

attention should be given to this program to ensure maximum participation.<br />

<strong>MCO</strong> 1542.2 provides eligibility, instructions, and guidelines<br />

concerning the FIP. Upon graduation from college a member may no<br />

longer participate in the FIP.<br />

11. MCFOP. The recruiting service will normally provide orientation<br />

flights to prospects and applicants under the MCFOP. Orientation<br />

flights other than those flown under MCFOP will be provided in <strong>Marine</strong><br />

<strong>Corps</strong> aircraft only to current members of a <strong>Marine</strong> <strong>Corps</strong> commissioning<br />

program. It is the responsibility of each OSO to ensure that only<br />

eligible persons are allowed to receive an orientation flight. The OSO<br />

will ensure that a liability release (figure 2-39) is executed for<br />

every passenger prior to each flight whether in civilian or military<br />

aircraft. In each case of a minor, a Parental/Guardian Agreement as<br />

shown in figure 2-40 will be executed in addition to the individual<br />

liability release. These forms may be reproduced locally.<br />

2101. OFFICER CANDIDATE CLASS (OCC) PROGRAM<br />

1. Program description. The OCC Program is open to male applicants<br />

who are seniors at, or graduates of, an accredited college, university,<br />

or law school. Selected applicants are assigned to a numbered OCC at<br />

MCCDC, Quantico, Virginia. Upon completion of the prescribed training<br />

and recommendation by MCCDC, graduates of OCC are appointed to the<br />

grade of second lieutenant, USMCR and assigned to duty under instruction<br />

at TBS. The OCC Program is divided into three component programs:<br />

OCC (Ground, Aviation officer Candidate (AOC), OCC (Law). The OCC (LAW<br />

Program guarantees assignment to a judge advocate MOS (4401) upon<br />

completion of all requirements for commissioning.<br />
