3. Dealing with News Media. It is inappropriate to comment on the<br />

success or failure of hostile demonstrations to local or national news<br />

media. If media representatives attempt to conduct interviews during<br />

a demonstration, recruiting personnel may comment briefly on the<br />

relatives degree of success of the procurement effort, and refer<br />

further queries to the district public affairs officer.<br />

4. Safety of Personnel and Equipment<br />

a. If a threat of physical violence to <strong>Marine</strong>s or Government<br />

property appears imminent or unavoidable, police protection will first<br />

be requested from appropriate school officials. Should this prove<br />

inadequate, police protection should be requested from appropriate<br />

civil authorities.<br />

b. It is emphasized that recruiting personnel do have the<br />

inherent right to take the minimum action necessary to protect<br />

themselves from physical harm. It is expected that this right will be<br />

exercised with good judgment.<br />

c. Liaison will be inaintained with the local Naval Investigative<br />

Service office in order to remain cognizant of developments relating to<br />

dissident group activities. When appropriate, advise other recruiting<br />

personnel of significant developments and forewarn them to be alert<br />

for the safety of their persons and Government property.<br />

d. Personnel will be instructed to lock unattended vehicles at<br />

all times. When significant threats develop, utilize adequate<br />

security measures to protect personnel and equipment. If deemed<br />

appropriate, locking devices maybe utilized to secure vehicle engine<br />

compartments.<br />

5. Reports<br />

a. A full narrative report of any demonstration against recruiting<br />

personnel will be submitted within 5 working days to the CMC<br />

(MRRO) via the district director.<br />

b. In the event that coverage by local or national news media<br />

occurs or the demonstration results in physical injury to any party<br />

involved, a preliminary telephonic report will be made to the district<br />

director or designated representative; e.g., ADPP, PAO, and AOP. The<br />

district representative will, in turn, telephonically report to the<br />

CMC (MRRO):<br />

(1) During working hours: (Area Code 202) 694-1983/1240.<br />

(2) After working hours: (HQMC Staff Duty Officer (Area<br />

Code 202) 694-2645.<br />

1017. IDENTIFICATION OF INSTITUTIONS OF HIGHER LEARNING THAT BAR<br />

RECRUITING PERSONNEL FROM THEIR PREMISES<br />

1. Public law provides that no funds appropriated for the DoD may<br />

be used at any institution of higher learning if the Secretary of<br />

Defense or his designee determines that recruiting personnel of any of<br />

the Armed Forces are barred by policy from the institution’s premises.<br />

Public law also directs Secretaries of the military departments<br />

furnish the names of such institutions, and the restrictive policy, to<br />

the Secretary of Defense.<br />

2. Figure 1-6 provides the criteria for determining restrictive<br />

institution.<br />

3. Report Required. District directors, employing the guidelines in<br />

figure 1-6 will forward the following information to the CMC (MRRO) to<br />

arrive no later than 1 May and 1 December annually. The information<br />

should be consolidated for all applicable institutions within a<br />

district’s area of recruiting responsibility. Report Control Symbol<br />

(RCS) DD-1100-08 is assigned to this report. The format is as<br />

follows:<br />

a. Listing of restrictive institutions to be reported.<br />
