4. In order to be considered for enrollment into an officer candidate<br />

program, an applicant who is a single parent must submit the following<br />

statement as part of the application.<br />

"I am requesting to be granted a dependency waiver as a sole<br />

parent. I understand that I am solely responsible for all my dependent<br />

care arrangements both while attending OCS and, if commissioned, during<br />

my subsequent active duty assignments. I further understand that<br />

although the <strong>Marine</strong> <strong>Corps</strong> recognizes the unique situation of a single<br />

parent, I will receive no preferential treatment in unaccompanied<br />

overseas assignments. My dependent will not detract from my giving<br />

full attention to my service responsibilities."<br />

5. Selected candidates who have dependents will have the original(s)<br />

or certified copies of the following applicable documents in their<br />

possession upon reporting to precommissioning training:<br />

a. Marriage certificate.<br />

b. Divorce decree(s).<br />

c. Birth certificates of all children.<br />

2207. CONDITIONAL RELEASES. Applicants affiliated with any branch of<br />

the Armed Forces of the United States (including those who have a<br />

contractual obligation with an ROTC program) other than the MCR, must<br />

obtain a conditional release from the appropriate branch of service<br />

prior to being enlisted in the MCR. (EXCEPTION: A conditional<br />

release is not required for enlisted Army Reserve or Naval Reserve<br />

personnel in an IRR status.) OSO’s will request conditional releases<br />

using the format shown in figure 2-14. Active duty personnel of other<br />

services may make application provided a conditional release has been<br />

obtained from the respective branch of service.<br />

1. The maximum time considered necessary to process an application<br />

from the OSO, through the district screening board, and Headquarters<br />

<strong>Marine</strong> <strong>Corps</strong> is 90 days.<br />

2. When requesting conditional releases, OSO’s will request that the<br />

release be valid until a specific date (computed as outlined above),<br />

and that the applicant be placed in a nonpay drill status until final<br />

action is taken on the application. The Reserve unit will be notified<br />

of final action by the CMC.<br />

2208. PHYSICAL APPEARANCE AND PHOTOGRAPHS<br />

1. The physical appearance of any applicant for a Reserve officer<br />

candidate program is an important factor in selection or nonselection.<br />

Screening boards at districts and Headquarters <strong>Marine</strong> <strong>Corps</strong> do not have<br />

the advantage of a personal view and must rely on a photograph for this<br />

important impression. While the problems of photographing students on<br />

campus are recognized, it must be realized that the photograph<br />

accompanying the application will be considered a fair representation<br />

of the appearance, bearing, and dress of the candidate, and that they<br />

will be judged accordingly.<br />

2. One photograph of each applicant, in coat and tie or a dress for<br />

women, will be submitted with the application. The finished photograph<br />

will be approximately 4 by 5 inches, full-length, uncovered, front<br />

view, left shoulder forward. Applicants who wear glasses will remove<br />

them prior to being photographed. The picture page will include the<br />

candidate’s name, social security number (SSN) and date of photograph.<br />

3. In cases when an applicant exceeds the maximum weight as set forth<br />

in figure 2-43, the OSO will accomplish the following:<br />
