3001. NAVAL RESERVE OFFICERS TRAINING CORPS (MARINE-OPTION NROTC<br />

SCHOLARSHIP PROGRAM)<br />

1. The NROTC Scholarship Program is a Navy administered program which<br />

is offered to both men and women on the basis of a nationwide<br />

competition. Selection for this program is on a competitive basis<br />

determined by college board scores (ACT/or SAT), high school performance,<br />

motivation towards a career as a Navy or <strong>Marine</strong> <strong>Corps</strong> officer,<br />

and demonstrated leadership potential. Selectees are appointed<br />

midshipmen in the U.S. Naval Reserve and receive a 4-year subsidized<br />

college education. During this period of college training, the Navy<br />

pays tuition, cost of textbooks, other fees of an instructional nature,<br />

and a monthly subsistence allowance. Upon successful completion of the<br />

established course, accepted <strong>Marine</strong> <strong>Corps</strong>-option students shall be<br />

appointed to commissioned grade in the <strong>Marine</strong> <strong>Corps</strong>.<br />

2. The <strong>Marine</strong> <strong>Corps</strong>, by agreement with the U.S. Navy, is authorized up<br />

to 16 2/3 percent of all NROTC scholarships. Responsibility for publicizing<br />

and recruiting for the <strong>Marine</strong> <strong>Corps</strong> portion of the scholarship<br />

program rests with the recruiting service. We issue instructions for<br />

the processing of applicants through an annual policy directive which<br />

is updated by periodic informational letters by the CMC (MRRO-6).<br />

Applicants with qualifying college board scores who indicate the<br />

<strong>Marine</strong>-option will be interviewed and processed at a local <strong>Marine</strong> <strong>Corps</strong><br />

OSO or RS. Students selected by the <strong>Marine</strong> <strong>Corps</strong> will be designated<br />

<strong>Marine</strong>-option students and awarded a scholarship at one of the colleges<br />

or universities participating in the NROTC Program. While enrolled in<br />

the program, students may change options from the Navy to the <strong>Marine</strong><br />

<strong>Corps</strong> and vice versa with the approval of Headquarters U.S. <strong>Marine</strong><br />

<strong>Corps</strong> and the Chief of Naval Education and Training.<br />

3. Qualifications for the NROTC Scholarship Program are as follows:<br />

a. U.S. citizen.<br />

b. Under 25 years of age on 30 June of the year in which eligible<br />

for commissioned status. Applicants with prior active duty military<br />

service may be eligible for age waivers for the amount of time equal to<br />

their prior service on a month-for-month basis for a maximum of 48<br />

months. Age waivers may be granted provided the 29th birthday will not<br />

be reached by 30 June of year in which graduation and commissioning are<br />

anticipated.<br />

c. Physically qualified under standards prescribed for midshipmen.<br />

d. High school graduate or po3sess an equivalency certificate.<br />

e. Agree to participate in not less than the 4 years of naval<br />

science courses required for commission.<br />

f. Have no moral obligations or personal convictions that would<br />

prevent conscientious bearing of arms, and supporting and defending the<br />

Constitution of the United States comes against all enemies, foreign<br />

and domestic.<br />

4. District Quotas. District quotas are assigned annually based upon<br />

demographic studies and each District’s historical finalist application<br />

submission performance. Quota credit will not be given unless the<br />

finalist application is:<br />

a. Complete - containing all required information to include high<br />

shool or college transcripts, PFT results, etc., (as outlined in figure<br />

3-2).<br />

b. Received at Headquarters U.S. <strong>Marine</strong> <strong>Corps</strong> by the deadline<br />

published annually in a <strong>Marine</strong> <strong>Corps</strong> bulletin in the 1120 series.<br />

5. SAT/ACT. The greatest single source of attrition among applicants<br />

is the nonrelease of college board scores to the scholarship program.<br />

Historically, only about half of all the applicants actually submit<br />

their scores for consideration. Applicants should be encouraged to<br />

register for, take, and release the results from their college board<br />

tests to the NROTC Scholarship Program (code 0656) as soon as possible.<br />
