3005. WARRANT OFFICER PROGRAM<br />
1. Program Description. This program provides for the appointment of<br />
exceptionally qualified, men and women enlisted members of the <strong>Marine</strong><br />
<strong>Corps</strong> or USMCR to warrant officer grade for duty in specified technical<br />
fields.<br />
2. Guidance. Detailed information is contained in <strong>MCO</strong> 1040.14.<br />
Applications are solicited annually by a <strong>Marine</strong> <strong>Corps</strong> bulletin in the<br />
1040 series.<br />
3006. TEMPORARY OFFICER PROGRAM<br />
1. In time of war, or of national emergency declared by the Congress<br />
or the President, the CMC, with the approval of the Secretary of the<br />
Navy, can authorize application/nomination of highly qualified, active<br />
duty chief warrant officer, warrant officers and staff noncommissioned<br />
officers for a temporary appointment to the grade of second lieutenant<br />
USMC or USMCR under the authority contained in Title 10, U.S.C.<br />
2. Appointments under this program will be made to meet an emergency<br />
requirement and personnel selected will be appointed for a temporary<br />
duration. Such appointment will not prejudice permanent promotion to<br />
higher permanent grade upon reversion, if such promotion would have<br />
occurred otherwise. We will publish details regarding eligibility<br />
requirements and implementation of a temporary officer program, whenappropriate.<br />
3007. REAPPOINTMENT OF FORMER OFFICERS<br />
1. Former officers of the <strong>Marine</strong> <strong>Corps</strong> or USMCR and other services who<br />
resigned in good standing or who were honorably discharged may be<br />
reappointed in the <strong>Marine</strong> <strong>Corps</strong> or USMCR, depending upon the needs of<br />
the <strong>Marine</strong> <strong>Corps</strong>. Former officers seeking reappointment and assignment<br />
to active duty will be considered, if eligible, by the semiannual<br />
Officer Retention Board (ORB) or Augmentation Board, as it is commonly<br />
referred to. Those former officers seeking reappointment in the USMCR<br />
in a drilling status will be considered by various staff agencies at<br />
Headquarters, U.S. <strong>Marine</strong> <strong>Corps</strong>, without consideration by the ORB.<br />
2. Former officers seeking reappointment and assignment to active duty<br />
must be able to complete 20 years of active commissioned service prior<br />
to their 55th birthday. Credit for prior service as a commissioned<br />
officer may be granted to recognize previous military experience as<br />
follows:<br />
Qualifications Credit<br />
Active duty commissioned service 1 year for each year<br />
to include periods of active duty<br />
for training.<br />
Commissioned service as a Reserve 1 year for each year<br />
officer on inactive duty.<br />
3. All applicants must meet the following age requirements at time of<br />
reappointment:<br />
a. Major - less than 41 years of age.<br />
b. Captain - less than 35 years of age.<br />
c. First Lieutenant - less than 31 years of age.<br />
d. Second Lieutenant - less than 28 years of age.<br />
