MARINE CORPS RESERVE OFFICER CANDIDATE PROGRAM<br />
2200. ENLISTMENT REQUIREMENTS<br />
SECTION 2: BASIC REQUIREMENTS<br />
1. General. Applicants for all MCR officer candidate programs must<br />
meet the following requirements:<br />
a. Be a citizen of the United States at the time they make<br />
application.<br />
b. Be of unquestionable moral integrity.<br />
c. Must not have been convicted by civil authorities (foreign or<br />
domestic) of any offense which is felonious in nature, nor have had<br />
action taken which is tantamount to a finding of guilty of an offense<br />
for which the maximum penalty under the Uniform Code of Military<br />
Justice is death or confinement for 1 year or more; or where the<br />
offender is adjudged a juvenile delinquent, wayward minor, or youthful<br />
offender, or is placed on probation or punishment in any way as the<br />
result of an offense. If the offense is not listed in the Manual for<br />
Courts-Martial Table of Maximum Punishments, or is not closely related<br />
to an offense listed therein, the maximum punishment authorized by the<br />
U.S. Code, or the District of Columbia Code, whichever is lesser,<br />
applies.<br />
d. Applicants are not eligible for enlistment, appointment, or<br />
commissioning if they have:<br />
(1) Ever used any nonprescribed or illegal drug.<br />
(2) Ever been convicted of or been the subject of action tantamount<br />
to conviction of a drug abuse offense.<br />
(3) Ever been psychologically or physically dependent upon any<br />
drug or alcohol.<br />
(4) Ever been a trafficker of illegal drugs. Trafficking is<br />
defined as the commercial and wrongful sale or transfer of a<br />
controlled substance for profit, and/or the wrongful possession of a<br />
controlled substance with the intent to sell or transfer it for profit.<br />
Waivers may be granted for exceptionally well qualified applicants in<br />
category (1), (2), or (3) on a case-by-case basis when the preservice<br />
abuse or dependency was resolved in such a way that there is little<br />
likelihood that such behavior will recur.<br />
e. Must not have a claim pending for, or be drawing, a pension,<br />
disability allowance or compensation, retired pay from the Government<br />
of the United States.<br />
f. Applicants for student pilot programs must not have been<br />
previously separated from any military flight training program of any<br />
branch of the service. Attendance is defined as reporting for training<br />
regardless of time spent in training. An applicant who has failed<br />
to complete a flight training program may apply for a nonaviation<br />
commission.<br />
g. Must be ineligible for exemption from assignment to duty in a<br />
combat area as a "Sole Survivor." Applicants who are so classified<br />
may be considered, provided appropriate waivers are executed.<br />
(paragraph 2210).<br />
h. Must meet such other requirements as may be stated elsewhere<br />
in this Manual.<br />
2. Civilian. Applicants for any MCR officer candidate program must<br />
be basically eligible for enlistment in the USMCR per Volume IV MPPM,<br />
except that the dependency requirements may be waived by the CMC<br />
(MRRO). Male applicants will be enlisted for<br />
