Foreign Direct Investment in Latin America and the Caribbean 2017

This publication sets out and analyses the main foreign direct investment (FDI) trends in the countries of Latin America and the Caribbean. The 2017 edition shows that the region is at a difficult juncture. FDI inflows declined by 7.9% in 2016, to US$ 167.043 billion, representing a cumulative fall of 17.0% since the peak in 2011. The fall in commodity prices continues to affect investments in natural resources, sluggish economic growth in several countries has slowed the flow of market-seeking capital, and the global backdrop of technological sophistication and expansion of the digital economy has concentrated transnational investments in developed economies.

<strong>and</strong> autonomous driv<strong>in</strong>g vehicles (Welch, <strong>2017</strong>). Similarly, soon after <strong>the</strong> President-elect<br />

<strong>in</strong>dicated that General Motors should manufacture its Chevrolet Cruze <strong>in</strong> <strong>the</strong> United States<br />

or run <strong>the</strong> risk of pay<strong>in</strong>g border taxes, <strong>the</strong> firm announced that it would <strong>in</strong>vest US$ 1 billion<br />

to streng<strong>the</strong>n its manufactur<strong>in</strong>g capacity <strong>in</strong> <strong>the</strong> country <strong>and</strong> that it would keep 1,500 jobs<br />

<strong>in</strong> <strong>the</strong> United States (Reuters, <strong>2017</strong>b).<br />

On <strong>the</strong> basis of <strong>the</strong>se <strong>in</strong>itial actions, once <strong>the</strong> new Adm<strong>in</strong>istration took office <strong>in</strong><br />

January <strong>2017</strong>, <strong>the</strong> President signed executive orders on a broad range of issues, <strong>in</strong> order<br />

to create <strong>in</strong>stitutions, streaml<strong>in</strong>e regulatory process <strong>and</strong> authorizations, <strong>and</strong> streng<strong>the</strong>n<br />

mechanisms for boost<strong>in</strong>g manufactur<strong>in</strong>g <strong>in</strong> <strong>the</strong> United States (see table III.6).<br />

Among <strong>the</strong>se new <strong>in</strong>stitutions, <strong>the</strong> Office of Trade <strong>and</strong> Manufactur<strong>in</strong>g Policy (OTMP)<br />

was created to serve domestic workers <strong>and</strong> manufacturers while advis<strong>in</strong>g <strong>the</strong> President<br />

on policies to <strong>in</strong>crease economic growth, decrease <strong>the</strong> trade deficit <strong>and</strong> streng<strong>the</strong>n <strong>the</strong><br />

country’s manufactur<strong>in</strong>g <strong>and</strong> defence <strong>in</strong>dustrial bases. 6 This executive order —toge<strong>the</strong>r<br />

with those address<strong>in</strong>g preferential treatment for United States products <strong>and</strong> workers<br />

(“buy <strong>America</strong>n, hire <strong>America</strong>n”), <strong>the</strong> reduction of regulatory <strong>and</strong> f<strong>in</strong>ancial burdens on<br />

build<strong>in</strong>g <strong>and</strong> exp<strong>and</strong><strong>in</strong>g manufactur<strong>in</strong>g plants <strong>and</strong> <strong>the</strong> construction of <strong>in</strong>frastructure to<br />

support domestic <strong>and</strong> global trade— aims to streng<strong>the</strong>n <strong>and</strong> prioritize <strong>the</strong> country’s<br />

<strong>in</strong>dustrial capabilities, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> motor vehicle <strong>in</strong>dustry. 7<br />

Even though <strong>the</strong> Office of Trade <strong>and</strong> Manufactur<strong>in</strong>g Policy (OTMP) <strong>and</strong> <strong>the</strong> policy of preferential treatment for products <strong>and</strong><br />

workers of <strong>the</strong> United States (“buy <strong>America</strong>n, hire <strong>America</strong>n”) are new <strong>and</strong> were warmly received by <strong>the</strong> automotive <strong>in</strong>dustry,<br />

o<strong>the</strong>r governments have also embarked on <strong>the</strong>se types of policies before; for example, <strong>the</strong> Obama Adm<strong>in</strong>istration created <strong>the</strong><br />

White House Office of Manufactur<strong>in</strong>g Policy, as well as a national network of technological centres known as Manufactur<strong>in</strong>g<br />

USA to boost <strong>in</strong>novation <strong>in</strong> <strong>the</strong> manufactur<strong>in</strong>g sector.
