Foreign Direct Investment in Latin America and the Caribbean 2017

This publication sets out and analyses the main foreign direct investment (FDI) trends in the countries of Latin America and the Caribbean. The 2017 edition shows that the region is at a difficult juncture. FDI inflows declined by 7.9% in 2016, to US$ 167.043 billion, representing a cumulative fall of 17.0% since the peak in 2011. The fall in commodity prices continues to affect investments in natural resources, sluggish economic growth in several countries has slowed the flow of market-seeking capital, and the global backdrop of technological sophistication and expansion of the digital economy has concentrated transnational investments in developed economies.

is <strong>the</strong> key to rebuild<strong>in</strong>g <strong>and</strong> boost<strong>in</strong>g <strong>the</strong> economy. In 2016, work began on <strong>the</strong> first<br />

phase of <strong>the</strong> controversial Baha Mar hotel megaproject, which was acquired by CTF<br />

BM Hold<strong>in</strong>gs Ltd., a subsidiary of <strong>the</strong> conglomerate Chow Tai Fook Enterprises Ltd.<br />

based <strong>in</strong> Hong Kong SAR. This venture is expected to kick start <strong>the</strong> local economy<br />

(New York Times, <strong>2017</strong>).<br />

The cruise bus<strong>in</strong>ess cont<strong>in</strong>ues to thrive, with companies announc<strong>in</strong>g expansion<br />

plans. MSC Cruises, a company founded <strong>in</strong> Italy <strong>and</strong> with headquarters <strong>in</strong> Switzerl<strong>and</strong>,<br />

announced a project for a private isl<strong>and</strong>, Ocean Cay MSC Mar<strong>in</strong>e Reserve, <strong>in</strong> which it<br />

plans to <strong>in</strong>vest US$ 200 million, while <strong>the</strong> United States-based Norwegian Cruise L<strong>in</strong>e<br />

will <strong>in</strong>vest to improve its private isl<strong>and</strong> <strong>in</strong> <strong>the</strong> Bahamas, Great Stirrup Cay. Meanwhile,<br />

Carnival Cruise L<strong>in</strong>e, <strong>the</strong> o<strong>the</strong>r major United States cruise l<strong>in</strong>e, is plann<strong>in</strong>g to build a<br />

new port on <strong>the</strong> east side of Gr<strong>and</strong> Bahama, with an <strong>in</strong>vestment estimated at between<br />

US$ 100 million <strong>and</strong> US$ 200 million.<br />

Barbados received US$ 228 million of FDI <strong>in</strong> 2016, which is triple <strong>the</strong> amount<br />

received <strong>in</strong> 2015, but still below <strong>the</strong> average for <strong>the</strong> last decade. In telecommunications,<br />

<strong>the</strong> Jamaican Digicel Group announced an <strong>in</strong>frastructure expansion project valued<br />

at US$ 84 million, which is expected to extend access to <strong>the</strong> fibre optic network to<br />

households. As part of <strong>the</strong> same project, it also launched its 4G LTE mobile telephone<br />

network, <strong>the</strong> first of its k<strong>in</strong>d <strong>in</strong> <strong>the</strong> country.<br />

In <strong>the</strong> area of tourism, <strong>the</strong> Jamaican firm S<strong>and</strong>als Barbados plans to double <strong>the</strong><br />

size of <strong>the</strong> hotel complex it opened <strong>in</strong> 2015, by add<strong>in</strong>g ano<strong>the</strong>r 222 rooms, while United<br />

States-based group Hyatt announced <strong>the</strong> construction of a hotel on Lower Bay Street<br />

that will have 232 rooms <strong>and</strong> 30 condom<strong>in</strong>iums, with an estimated <strong>in</strong>vestment of<br />

US$ 100 million. In <strong>2017</strong>, work will f<strong>in</strong>ally beg<strong>in</strong> on <strong>the</strong> long-delayed, US$ 200 million<br />

project to build a 450 room hotel on <strong>the</strong> site of historic Sam Lord’s Castle Hotel <strong>in</strong> Sa<strong>in</strong>t<br />

Philip, to be operated by <strong>the</strong> United States-based firm Wyndham Gr<strong>and</strong> Resort. As it<br />

is l<strong>in</strong>ked to a transnational company, this project is expected to receive <strong>in</strong>vestment<br />

from abroad, which would boost FDI <strong>in</strong>flows, but <strong>in</strong> <strong>the</strong> meantime, <strong>the</strong> bulk of <strong>the</strong><br />

fund<strong>in</strong>g will be provided by <strong>the</strong> Government of Barbados directly. In this particular case,<br />

Barbados has secured a loan from <strong>the</strong> Government of Ch<strong>in</strong>a to f<strong>in</strong>ance construction of<br />

<strong>the</strong> hotel, which will be built by Ch<strong>in</strong>a National Complete Plant Import & Export Co. Ltd.<br />

(Barbados Today, <strong>2017</strong>).<br />

FDI <strong>in</strong> Sur<strong>in</strong>ame fell 20.4% to US$ 222 million. However, 2015 saw <strong>the</strong> highest<br />

reported amount of <strong>in</strong>vestment of <strong>the</strong> last 10 years, so <strong>in</strong>flows <strong>in</strong> 2016 were still<br />

above <strong>the</strong> average of previous years. The country’s natural resources have been <strong>the</strong><br />

ma<strong>in</strong> attraction for foreign capital. In m<strong>in</strong><strong>in</strong>g, <strong>the</strong> Canadian firm Iamgold signed an<br />

agreement with <strong>the</strong> Government of Sur<strong>in</strong>ame to acquire a stake <strong>in</strong> <strong>the</strong> Saramacca<br />

project <strong>and</strong> <strong>the</strong> encourag<strong>in</strong>g results of <strong>the</strong> <strong>in</strong>itial explorations mean that drill<strong>in</strong>g will<br />

cont<strong>in</strong>ue (Iamgold, <strong>2017</strong>). In 2016, production began at <strong>the</strong> Merian open-pit gold m<strong>in</strong>e,<br />

a project led by <strong>the</strong> United States-based group Newmont M<strong>in</strong><strong>in</strong>g Corporation <strong>and</strong> <strong>in</strong><br />

which <strong>the</strong> State-owned oil company, Staatsolie, holds a 25% stake. This site has an<br />

estimated m<strong>in</strong>e life of 11-13 years <strong>and</strong> reserves of approximately 3.8 million ounces.<br />

Annual production is expected to reach between 400,000 <strong>and</strong> 500,000 ounces <strong>in</strong> <strong>the</strong><br />

first five years of operation.<br />

FDI flows to Haiti rema<strong>in</strong>ed relatively stable, reach<strong>in</strong>g US$ 105 million <strong>in</strong> 2016,<br />

despite be<strong>in</strong>g a year marked by political turmoil <strong>and</strong> <strong>the</strong> trail of destruction wreaked<br />

by Hurricane Mat<strong>the</strong>w, with <strong>the</strong> ensu<strong>in</strong>g damages estimated to be <strong>in</strong> <strong>the</strong> region of<br />

21% of GDP.<br />

The maquila <strong>in</strong>dustry, particularly <strong>in</strong> <strong>the</strong> textile sector, has seen some activity. MAS<br />

Hold<strong>in</strong>gs, a Sri Lankan conglomerate specializ<strong>in</strong>g <strong>in</strong> <strong>the</strong> manufacture of underwear,<br />

announced <strong>the</strong> open<strong>in</strong>g of a new plant <strong>in</strong> <strong>the</strong> Caracol <strong>in</strong>dustrial park, with an estimated
