• By July 1, 2008, at least three agencies serving low-income residents <strong>of</strong><br />

Anytown County will incorporate educational materials regarding the<br />

dangers <strong>of</strong> SHS at work, in the home, or at outdoor recreational areas.<br />

• By July 1, 2008, the Anytown County LLA will partner with at least three<br />

non-traditional partners to incorporate SHS smoke educational<br />

messages in materials distributed to Hmong, Cambodian, and<br />

Laotian communities.<br />

3.6 Extent to which culturally and ethnically diverse<br />

organizations are funded to implement community norm<br />

change-focused tobacco control efforts in the community,<br />

in proportion to the demographics <strong>of</strong> the community<br />

• By July 1, 2009, a policy will be adopted and implemented by the Latte<br />

County LLA requiring all materials be focus group tested in languages in<br />

which it will be translated into.<br />

• By July 1, 2009 the Latte County LLA will recruit staffs that are fluent in<br />

at least one language <strong>of</strong> ethnic groups served by the agency.<br />

• By May 30, 2008, recruit and maintain Spanish, Hmong and<br />

Cambodian language capabilities among staff, subcontractors or<br />

consultants.<br />

• By June 30, 2009, the San Ysidro County LLA will identify, recruit,<br />

train and maintain at least one bilingual (Spanish/English) and bicultural<br />

staff to outreach and provide tobacco control services to the Hispanic/<br />

Latino Community.<br />

3.7 Extent to which a tobacco control program implements<br />

organizational policies and practices that promote and<br />

institutionalize the provision <strong>of</strong> culturally competent and<br />

linguistically appropriate services for diverse populations,<br />

including organizational values that articulate commitment<br />

to cultural competency, participatory collaborative<br />

planning, provision <strong>of</strong> community capacity building,<br />

translation policies, staff diversity, and formative<br />

research/surveillance within diverse communities<br />
