Monitoring<br />
Some <strong>of</strong> the questions simply gather information that will facilitate the monitoring process, such as the timeframe<br />
selection, deliverable percentages, and copyright. These items will not be discussed here.<br />
Data Collection Instruments<br />
The following questions may be crucial to the success <strong>of</strong> your evaluation plan, and begin with the following<br />
two questions (see also Figure 22):<br />
• What instrument(s) will be used to collect the data for this outcome objective? (Bar Patron Survey,<br />
Youth Tobacco Purchase Survey, Project SMART Money Observation Form, etc.)<br />
• Describe the activities and resources to be used to design the above instrument: (Collect and review<br />
similar instruments developed by others, pilot-test the instruments, etc.)<br />

What instruments will be used to collect the data for your outcome objective?<br />
The tobacco control program in <strong>California</strong> has funded the TC <strong>Evaluation</strong> Center to assist funded programs<br />
with their evaluation-related questions. The TC <strong>Evaluation</strong> Center is also home to a repository <strong>of</strong> data collection<br />
instruments that can be helpful to your evaluation needs. Some <strong>of</strong> these instruments can also be found on<br />
the County and Statewide Archive <strong>of</strong> Tobacco Statistics (C-STATS) website (www.cstats.info). These instruments<br />
have been tested and evaluated as appropriate measurement tools, and it is highly recommended that<br />
you take advantage <strong>of</strong> them. Utilizing these instruments allows you to compare your results with statewide<br />
and/or countywide data. You can always make some modifications to previously developed instruments. For<br />
example, you can delete one or two questions to make a questionnaire shorter.<br />
Please specify the name <strong>of</strong> the instrument you are going to use and/or briefly describe the main purpose <strong>of</strong><br />
the instrument, for example, Youth Tobacco Purchase Survey (YTPS), bar observational survey, etc. Some data<br />
collection tools may not be included in the drop-down menu because they do not involve OUTCOME data<br />
(e.g. an existing key informant interview or an opinion poll instrument).<br />
