• the degree to which the policies are related (closely related policies such as retailer licensing and<br />

prohibiting tobacco product promotions or several secondhand smoke policies bundled together have<br />

a higher likelihood <strong>of</strong> being adopted at the same time). If you are not sure, you should answer “No” to<br />

this question.<br />

On the other hand, if the Multiple Policies objective is based on a solid advocacy campaign from the previous<br />

funding cycle, you may be confident that all policies will be enacted at the same time. Then you should feel<br />

free to answer “Yes” to this question.<br />

It is important to answer this question correctly so that your evaluation plan is entered appropriately. The<br />

extent <strong>of</strong> your outcome and process data collection activities (discussed further in Chapter 4) will depend on<br />

whether you will evaluate the adoption (and possibly the implementation, see next question) <strong>of</strong> one or multiple<br />

policies.<br />

Will the objective involve the implementation <strong>of</strong> these policies?<br />

If you expect that multiple policies will be adopted in the first half <strong>of</strong> the funding cycle, you may have enough<br />

time to implement them and evaluate the implementation. Otherwise, it will not be realistic to pursue policy<br />

implementation.<br />

If you answer ”Yes” to this question, <strong>OTIS</strong> will lead you back to the “Scope <strong>of</strong> Work Objective View” screen<br />

and will show answers to the questions posed above (Figure 15).<br />

If you answer “No” to this question, the “Scope <strong>of</strong> Work Objective View” evaluation section will appear as<br />

in Figure 16.<br />
