PRESIDENT MANSFIELD: I need the motion passed that<br />
was just made by Chief Winslow on the postponement and I<br />
believe it has to be on’behalf <strong>of</strong> the Board <strong>of</strong> Directors. I would<br />
read it.<br />
"I hereby move that the <strong>Association</strong> postpone indefinitely<br />
the proposed by-law changes made by Carl and seconded by<br />
John Flaherty."<br />
Any discussion on the motion? Chief.<br />
CHIEF RONALD M. LIMA: [Windsor, VT] Why the postponement?<br />
CHIEF WINSLOW: At this time it is felt by the Board <strong>of</strong><br />
Directors that they would like to propose next year a more<br />
in-depth revision <strong>of</strong> the by-laws. It’s been suggested by a<br />
number <strong>of</strong> the members that there are other sections <strong>of</strong> the<br />
by-laws that need to be updated and rather than do it piecemeal,<br />
to do it all at once. That is the reason the Board is<br />
recommending a postponement at this time.<br />
RETIRED CHIEF GERARD A. CARLE: [Dracut, MA] If I<br />
heard right, you said with the Board’s recommendation. Other<br />
than the by-laws committee; is that. right?<br />
CHIEF WINSLOW: Yes.<br />
RETIRED CHIEF CARLE: Thank you.<br />
PRESIDENT MANSFIELD: Any other discussion on the<br />
motion?<br />
If not, all in favor <strong>of</strong> the motion to postpone signify by saying<br />
aye.<br />

The next order <strong>of</strong> business will be to set the salary <strong>of</strong> the<br />
Treasurer for the year.<br />
RETIRED CHIEF GERARD A. CARLE: [Dracut, MA] Mr.<br />
President, may we have a recommendation from the Board?<br />
CHIEF CARL H. WINSLOW: [Yarmouth, ME] Mr. President,<br />
on behalf <strong>of</strong>the Board <strong>of</strong> Directors, I move that the salary<br />
<strong>of</strong> the Treasurer for the ’92-93 year be set at $3500.<br />
CHIEF HARUBIN: [Wareham] Second.<br />
PRESIDENT MANSFIELD: That was a suggestion, not a<br />
motion by Chief Winslow.<br />
