PRESIDENT MANSFIELD: Thank you, gentlemen.<br />
CHIEF ERNEST FLANDERS: [Montpelier, VT] I find it<br />
rather difficult to vote on the Treasurer’s position at this time,<br />
not knowing any more than the two individuals who have been<br />
introduced for a couple <strong>of</strong> minutes to so state. As far as I know,<br />
they probably are both highly qualified.<br />
Didn’t the Board <strong>of</strong> Directors do a screening and did they<br />
screen both these individuals? That was a process that was<br />
conducted through the years and I guess my main question is<br />
did the Board <strong>of</strong> Directors feel these two individuals were both<br />
qualified. If so then I have no problem voting. But if there is not,<br />
I find it difficult to put a lot <strong>of</strong> responsibility on someone’s<br />
shoulders that we don’t really know much about.<br />
PRESIDENT MANSFIELD: Chief Winslow, would you like<br />
to address that? Chief Winslow is in charge <strong>of</strong> the Search<br />
Committee which was appointed last year which started having<br />
discussions about the Secretary-Treasurer.<br />
CHIEF CARL H. WINSLOW: [Yarmouth, ME] We had a fine<br />
year.<br />
[Laughter]<br />
CHIEF WINSLOW: The president <strong>of</strong> the <strong>Association</strong> appointed<br />
a Search Committee consisting <strong>of</strong> the directors <strong>of</strong> each state<br />
and myself. It was co-chaired by Don Centracchio from Rhode<br />
Island and this would be our report for the work <strong>of</strong> the Search<br />
Committee.<br />
Applications were mailed to all 42.4 ac.tive members <strong>of</strong> the<br />
<strong>Association</strong>. The committee received four applications for<br />
Secretary, all from Massachusetts because the by-laws state<br />
they have to be a resident <strong>of</strong> Massachusetts, ~ assume. Two <strong>of</strong><br />
the applicants were not active members so under the by-laws at<br />
that time only two <strong>of</strong> those applications were valid.<br />
The committee received six applications for Treasurer, five<br />
from Massachusetts and one from Rhode Island. Two again<br />
were not active members as stated under the by-laws at that<br />
time.<br />
The Search Committee reviewed all the applications and<br />
reported to the Board <strong>of</strong> Directors, who directed the committee<br />
to i~;terview only those that applied for both positions, which<br />
narrowed the field to two.<br />
