PRESIDENT MANSFIELD: Thank you, gentlemen.
CHIEF ERNEST FLANDERS: [Montpelier, VT] I find it
rather difficult to vote on the Treasurer’s position at this time,
not knowing any more than the two individuals who have been
introduced for a couple of minutes to so state. As far as I know,
they probably are both highly qualified.
Didn’t the Board of Directors do a screening and did they
screen both these individuals? That was a process that was
conducted through the years and I guess my main question is
did the Board of Directors feel these two individuals were both
qualified. If so then I have no problem voting. But if there is not,
I find it difficult to put a lot of responsibility on someone’s
shoulders that we don’t really know much about.
PRESIDENT MANSFIELD: Chief Winslow, would you like
to address that? Chief Winslow is in charge of the Search
Committee which was appointed last year which started having
discussions about the Secretary-Treasurer.
CHIEF CARL H. WINSLOW: [Yarmouth, ME] We had a fine
year.
[Laughter]
CHIEF WINSLOW: The president of the Association appointed
a Search Committee consisting of the directors of each state
and myself. It was co-chaired by Don Centracchio from Rhode
Island and this would be our report for the work of the Search
Committee.
Applications were mailed to all 42.4 ac.tive members of the
Association. The committee received four applications for
Secretary, all from Massachusetts because the by-laws state
they have to be a resident of Massachusetts, ~ assume. Two of
the applicants were not active members so under the by-laws at
that time only two of those applications were valid.
The committee received six applications for Treasurer, five
from Massachusetts and one from Rhode Island. Two again
were not active members as stated under the by-laws at that
time.
The Search Committee reviewed all the applications and
reported to the Board of Directors, who directed the committee
to i~;terview only those that applied for both positions, which
narrowed the field to two.
The Search Committee interviewed the two candidates, Chief
