there is a nomination made for Secretary and there’s a nomination
made for Treasurer and only one nomination and the
nominations are closed, the Secretary has one ballot which is a
paper ballot for that nominee. If there are more than two
names, then it will have to be another ballot vote.

I think we have a parliamentarian qualified to be a parliamentarian
for many years and I don’t think there’s any place
for us at this time to question his judgment. Regardless of what
rules he makes, it’s for the best interest of the Association, I’m
sure.
CHIEF JAMES M. HALLISEY: [Brockton, MA] So be it, Mr.
Chairman.
PRESIDENT MANSFIELD: At this time I would like to
appoint Otis Wyatt, Gerry Carle, and Ernie Flanders to count
the ballots.
If you would go to your state directors to be checked off and
they’ll give you your ballot. You are voting for the office of
Secretary.

CHIEF JORDAN: Is everyone registered to vote and voted
that is eligible? Is there anyone left to vote?
PRESIDENT MANSFIELD: If everybody has voted, the ballot
box will be closed. Ernie Flanders, Gerry Carle, Otis Wyatt,

Could we ask the directors to take another count as to how the
people voted? We have a serious discrepancy here.
Gentlmen, if I could have your attention, speaking for the
tellers of Chief Carle, Chief Flanders, and myself, we have
counted the ballots and we’ve asked the director to count the
number of people that received ballots and we have two more
ballots than people who received them, which makes for a
mathematical problem. Just so you know, we have more votes
than what people were checked off as having the ballots of the
votes. I think you should know because the difference of those
two votes is not significant in the count.

Now you know the discrepency and I t~nk it would be proper,
through the parliamentarian, that there be something to accept
the ballot as it is or you do it over again. I just have to feel con-
