Brak niezbędnych i koniecznych <strong>in</strong>westycji<br />
w modernizację i rozbudowę sieci<br />
Istniejąca <strong>in</strong>frastruktura sieciowa w obszarach przesyłu<br />
i dystrybucji wykazuje istotny deficyt zarówno<br />
w zakresie pokrycia potrzeb obecnych i przewidywanych<br />
w niedalekiej przyszłości, jak i w zakresie stopnia<br />
zużycia oraz awaryjności l<strong>in</strong>ii istniejących. Najwyższa<br />
Izba Kontroli oceniła, że bezpieczeństwo dostaw<br />
energii w <strong>Polsce</strong> jest zagrożone ze względu na pogarszający<br />
się stan techniczny <strong>in</strong>frastruktury energetycznej.<br />
Jako główne przyczyny wskazano procedury<br />
adm<strong>in</strong>istracyjne i brak rozwiązań prawnych ułatwiających<br />
<strong>in</strong>westycje i modernizacje sieci. Na mocy traktatu<br />
akcesyjnego Polska zobowiązała się do zwiększenia<br />
udziału OZE w źródłach uzyskiwania energii elektrycznej<br />
do 15% w 2020 r. Przy braku odpowiednich<br />
<strong>in</strong>westycji w <strong>in</strong>frastrukturę przesyłowo-dystrybucyjną,<br />
osiągnięcie tego celu nie będzie możliwe. Potrzeby<br />
samej tylko modernizacji istniejącej sieci elektroenergetycznej<br />
szacuje się na około 60 mld zł. Wśród <strong>in</strong>nych<br />
celów wymienia się też rozbudowę krajowego systemu<br />
przesyłowego, jak również odbiór energii elektrycznej<br />
z obszarów o dużym nasyceniu planowanych i nowobudowanych<br />
jednostek wytwórczych, ze szczególnym<br />
uwzględnieniem farm wiatrowych, oraz stworzenie<br />
korzystnych warunków f<strong>in</strong>ansowania <strong>in</strong>westycji.<br />
W latach 2011-2020 konieczne będzie przekazanie<br />
do eksploatacji ok. 1,2-1,5 GW nowych mocy rocznie<br />
oraz rozbudowanie samej tylko sieci przesyłowej<br />
o 2 000 km rocznie. Należy przy tym podkreślić, że<br />
obecny stan <strong>in</strong>frastruktury przesyłowej i dystrybucyjnej<br />
jest zdekapitalizowany w granicach 45 do 65% 18 .<br />
Ze względu na fakt, że przedsiębiorstwa energetyczne<br />
koncentrują się głównie na rozbudowie i utrzymaniu<br />
mocy wytwórczych, <strong>in</strong>westycjom <strong>in</strong>frastrukturalnym<br />
często nadaje się niższy priorytet. Polska <strong>in</strong>frastruktura<br />
na tle krajów UE prezentuje się bardzo skromnie. Aby<br />
się o tym przekonać wystarczy porównać gęstość<br />
sieci 400 kV z naszymi najbliższymi sąsiadami takimi<br />
jak Niemcy, Czechy czy Słowacja. Polskie sieci elektroenergetyczne<br />
są przestarzałe i słabo rozbudowane.<br />
Sporym problemem z punktu widzenia farm wiatrowych<br />
jest też struktura sieci, która dostosowana jest<br />
do odbioru mocy z niewielu dużych źródeł, głównie na<br />
południu kraju, a nie dużej liczby rozproszonych źródeł<br />
mniejszej mocy na terenie Polski północnej i centralnej.<br />
Poprawy sytuacji oczekuje się m.<strong>in</strong>. w związku<br />
z planowaną ustawą o korytarzach przesyłowych 19 ,<br />
która ma znacznie przyspieszyć <strong>in</strong>westycje. Obecnie<br />
wybudowanie kilkudziesięciu kilometrów sieci zajmuje<br />
ok. 6-7 lat z czego na zakończenie procedur prawnych<br />

Absence of essential and necessary <strong>in</strong>vestments <strong>in</strong><br />
system modernization and development The exist<strong>in</strong>g<br />
transmission and distribution system <strong>in</strong>frastructure<br />
displays substantial shortages both with regard to<br />
the degree to which the exist<strong>in</strong>g and future needs<br />
are satisfied, and the degree of consumption and<br />
failure-proneness of the exist<strong>in</strong>g l<strong>in</strong>es. The Supreme<br />
Chamber of Control has assessed that <strong>energy</strong> supply<br />
security <strong>in</strong> <strong>Poland</strong> is jeopardized by the deteriorat<strong>in</strong>g<br />
technical condition of power <strong>in</strong>frastructure. The key risk<br />
factors <strong>in</strong>cluded adm<strong>in</strong>istrative procedures, and lack<br />
of legal solutions facilitat<strong>in</strong>g <strong>in</strong>vestments and system<br />
modernization. Under the Accession Treaty, <strong>Poland</strong><br />
agreed to <strong>in</strong>crease the RES share <strong>in</strong> electricity sources<br />
to 15% by 2020. In view of absence of appropriate<br />
<strong>in</strong>vestments <strong>in</strong> the transmission and distribution<br />
<strong>in</strong>frastructure, that goal will be impossible to atta<strong>in</strong>. The<br />
funds required to modernize the exist<strong>in</strong>g power system<br />
alone are estimated at approximately 60 billion PLN.<br />
Other goals <strong>in</strong>clude develop<strong>in</strong>g the national<br />
transmission system and collect<strong>in</strong>g electricity from<br />
areas characterized by high density of planned and<br />
newly set up generat<strong>in</strong>g units, with particular emphasis<br />
on w<strong>in</strong>d farms, as well as develop<strong>in</strong>g favorable<br />
<strong>in</strong>vestment f<strong>in</strong>anc<strong>in</strong>g terms. Over the period from 2011<br />
to 2020, about 1.2 – 1.5 GW of new capacity will have<br />
to be released for use every year, and the transmission<br />
system alone will have to be expanded by about<br />
2,000 km per year. At the same time, it must be noted<br />
that the loss of value of the exist<strong>in</strong>g transmission and<br />
distribution <strong>in</strong>frastructure reaches 45% to 65% 18 . S<strong>in</strong>ce<br />
power companies focus primarily on develop<strong>in</strong>g and<br />
ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g their production capacity, <strong>in</strong>frastructural<br />
<strong>in</strong>vestments are usually lower on the priority list.<br />
<strong>Poland</strong>’s <strong>in</strong>frastructure is very modest as compared to<br />
other EU States. To realize that, it’s enough to compare<br />
the 400 kV system density with our closest neighbors<br />
such as Germany, Czech Republic or Slovakia. Polish<br />
power grids are outdated and underdeveloped.<br />
Another problem from the po<strong>in</strong>t of view of w<strong>in</strong>d farms<br />
is posed by the system structure, which is designed to<br />
collect power from a few large sources, ma<strong>in</strong>ly <strong>in</strong> the<br />
southern part of the country and not from numerous<br />
sources with lower capacity <strong>in</strong> the northern and central<br />
parts of <strong>Poland</strong>.<br />
The situation is expected to improve e.g. <strong>in</strong> connection<br />
with the planned Transmission Corridor Act 19 that is<br />
supposed to considerably facilitate <strong>in</strong>vestments. At<br />
present, construction of several dozen kilometres of<br />
