Z oceny pierwszego czynnika wynikają <strong>in</strong>westycje w zakresie<br />
rozbudowy sieci, których wykonanie umożliwi przyłączenie<br />
i wyprowadzenie mocy z nowych źródeł. Inwestycje te są<br />
uwzględniane w planie rozwoju sieci przesyłowej. Uzgodnienie<br />
planu rozwoju przez Prezesa URE zapewnia środki niezbędne<br />
na rozbudowę sieci przesyłowej. Aktualny plan rozwoju przewiduje<br />
nakłady <strong>in</strong>westycyjne w wysokości około 23 mld zł do<br />
roku 2025, w tym do roku 2016 – 8,2 mld zł. Znacząca część<br />
nakładów <strong>in</strong>westycyjnych przewidziana jest na rozbudowę sieci<br />
przesyłowej na północy kraju w celu przyłączenia nowych źródeł<br />
wytwórczych, w tym morskich farm wiatrowych.<br />
W zakresie czynnika bilansowego należy zauważyć, że do chwili<br />
obecnej operator systemu przesyłowego i operatorzy systemów<br />
dystrybucyjnych określili warunki przyłączenia dla farm wiatrowych<br />
na moc ponad 19 tys. MW, w tym dla ponad 13 tys. MW<br />
zostały zawarte umowy o przyłączenie. PSE Operator określił<br />
też warunki przyłączenia dla pierwszej farmy wiatrowej na morzu<br />
o mocy 1,2 tys. MW. Wpływają i spodziewamy się, że nadal będą<br />
wpływały kolejne wnioski dla morskich farm wiatrowych. Z kolei<br />
to, ile jest miejsca dla energii ze źródeł wiatrowych w bilansie<br />
mocy systemu elektroenergetycznego zależy przede wszystkim<br />
od zapotrzebowania w tzw. dol<strong>in</strong>ach nocnych oraz zdeterm<strong>in</strong>owanej<br />
w tym czasie generacji <strong>in</strong>nych źródeł wytwórczych (ze<br />
względów technologicznych, w związku z produkcją ciepła, dla<br />
utrzymania parametrów prac sieci itp.). Wielkość ta jest ściśle<br />
określona oraz skończona.<br />
PSE Operator po wpłynięciu każdego kolejnego wniosku o przyłączenie<br />
opracowuje tzw. ekspertyzę przyłączeniową, w celu<br />
oceny zarówno czynnika sieciowego jak i czynnika bilansowego.<br />
Biorąc pod uwagę aktualny stan w zakresie wydanych warunków<br />
przyłączenia i zawartych umów o przyłączenie farm wiatrowych<br />
należy stwierdzić, że możliwości przyłączenia farm wiatrowych<br />
ze względów bilansowych uległy praktycznie wyczerpaniu.<br />
badania nad fundamentami pływającymi umożliwiającymi<br />
<strong>in</strong>stalację siłowni wiatrowych na głębokościach<br />
przekraczających 50 m, jednak te wymagają jeszcze<br />
szeregu lat badań. Już dziś jednak konstrukcyjne<br />
elementy morskich farm wiatrowych mają znacznie<br />
większy udział w łącznych kosztach projektu, niż ma to<br />
miejsce w projektach lądowych. Zwiększenie odległości<br />
od brzegu powoduje również wyższe straty związane<br />
z przesyłem. W odpowiedzi na to wyzwanie obserwuje<br />
się obecnie znaczny postęp techniczny w produkcji<br />
podmorskich kabli wysokiego napięcia, gdzie dom<strong>in</strong>ują<br />
rozwiązania dla prądu stałego z wykorzystaniem najnowocześniejszych<br />
materiałów i technologii 47 .<br />
Poziom wsparcia dla morskich farm wiatrowych<br />
Level of Support for Offshore <strong>W<strong>in</strong>d</strong> Farms<br />
Farmy wiatrowe na morzu nie powstaną bez systemu<br />
wsparcia, gdyż przy dzisiejszej technologii jeszcze<br />
długo nie będą w stanie osiągnąć oczekiwanego przez<br />
<strong>in</strong>westorów poziomu rentowności z samej sprzedaży<br />
energii czarnej. Jak pokazują szacunki, wartość<br />
nakładów <strong>in</strong>westycyjnych na 1 MW mocy za<strong>in</strong>stalowanej<br />
pow<strong>in</strong>ien mieścić się w przedziale 3,02 mln euro/<br />
MW – 3,72 mln euro/MW (mediana 3,31 mln euro MW) 48 .<br />

and distribut<strong>in</strong>g power from new sources. These <strong>in</strong>vestments<br />
are <strong>in</strong>cluded <strong>in</strong> the transmission network development plan. The<br />
approval of the development plan by the President of the EIRO<br />
ensures the funds required for the transmission network extension.<br />
The current development plan provides for the <strong>in</strong>vestment<br />
expenditure amount<strong>in</strong>g to approx. PLN 23 billion by 2025, <strong>in</strong>clud<strong>in</strong>g<br />
PLN 8.2 billion by 2016. A considerable part of the <strong>in</strong>vestment<br />
expenditure is to be spent on the extension of the transmission<br />
network <strong>in</strong> the north of <strong>Poland</strong> <strong>in</strong> order to connect new generation<br />
sources, <strong>in</strong>clud<strong>in</strong>g the offshore w<strong>in</strong>d farms.<br />
As far as the balance factor is concerned, it should be noted that<br />
so far the transmission system operator and distribution system<br />
operators have def<strong>in</strong>ed the conditions for connect<strong>in</strong>g w<strong>in</strong>d farms<br />
with the total capacity exceed<strong>in</strong>g 19,000 MW, <strong>in</strong>clud<strong>in</strong>g connection<br />
agreements concluded for over 13,000 MW. PSE Operator has also<br />
def<strong>in</strong>ed conditions for connection of the first offshore w<strong>in</strong>d farm<br />
with the capacity of 1,200 MW. Next applications regard<strong>in</strong>g offshore<br />
w<strong>in</strong>d farms are be<strong>in</strong>g received and we expect more of them to<br />
be filed <strong>in</strong> the future. On the other hand, the amount of power<br />
acceptable from w<strong>in</strong>d sources <strong>in</strong> the <strong>energy</strong> balance of the power<br />
system ma<strong>in</strong>ly depends on the demand <strong>in</strong> so-called night off-peak<br />
periods and generation from other sources determ<strong>in</strong>ed at that time<br />
(due to technological reasons, <strong>in</strong> connection with heat generation,<br />
for the ma<strong>in</strong>tenance of network parameters, etc.). This amount is<br />
clearly def<strong>in</strong>ed and f<strong>in</strong>ite.<br />
After receiv<strong>in</strong>g each subsequent application, PSE Operator draws<br />
up a so-called connection expert op<strong>in</strong>ion <strong>in</strong> order to assess both<br />
the network and balance factors. Tak<strong>in</strong>g the current state regard<strong>in</strong>g<br />
the issued conditions for connection and concluded agreements<br />
for the connection of w<strong>in</strong>d farms <strong>in</strong>to consideration, it should be<br />
stated that due to the balance considerations the possibilities for<br />
connect<strong>in</strong>g w<strong>in</strong>d farms have been practically exhausted.<br />
is done, among others, on float<strong>in</strong>g foundations that<br />
would make it possible to <strong>in</strong>stall w<strong>in</strong>d turb<strong>in</strong>es at depths<br />
greater than 50 meters; that, however, will require many<br />
more years of extensive tests. However, construction<br />
components of offshore w<strong>in</strong>d farms already make up<br />
a much higher share <strong>in</strong> total project costs compared to<br />
onshore projects. Another consequence of <strong>in</strong>creas<strong>in</strong>g<br />
the distance from the shore comes <strong>in</strong> the form of higher<br />
transmission losses. In reaction to this challenge,<br />
substantial technological progress can be observed<br />
<strong>in</strong> production of undersea high-voltage cables, with<br />
dom<strong>in</strong>at<strong>in</strong>g solutions designed for direct current us<strong>in</strong>g<br />
cutt<strong>in</strong>g-edge materials and technologies 47 .<br />
Offshore w<strong>in</strong>d farms cannot become a reality without<br />
a support system, as with the currently available<br />
technology they will not, for a long time, be able to achieve<br />
the profitability level expected by the <strong>in</strong>vestors out of<br />
black <strong>energy</strong> sale only. Estimates <strong>in</strong>dicate that <strong>in</strong>vestment<br />
expenditure per 1 MW of <strong>in</strong>stalled capacity should<br />
range from 3.02 million EUR/MW to 3.72 million EUR/<br />
MW (a median of 3.31 million EUR/MW) 48 . The difference<br />
between the total electricity generation cost and the<br />
