Bariery technologiczne<br />
Technological Barriers<br />
Morskie farmy wiatrowe stanowią wyzwanie prawne,<br />
techniczne i ekonomiczne o zupełnie <strong>in</strong>nej naturze i skali<br />
niż ma to miejsce w przypadku farm lądowych. Każdy<br />
projekt typu offshore jest zależny od wielu czynników,<br />
w tym charakterystyki geotechnicznej dna, odległości od<br />
lądu, głębokości morza, rodzaju zastosowanej technologii.<br />
Morska energetyka <strong>wiatrowa</strong> jest stosunkowo<br />
młodym podsektorem, który jednak szybko ewoluuje.<br />
W pierwszej kolejności należy zauważyć, że średnia<br />
wielkość morskiej farmy wiatrowej w 2011 r. wyniosła<br />
prawie 200 MW i była większa od ubiegłorocznej o 29%<br />
(45 MW). Widoczne zatem są tendencje do <strong>in</strong>stalowania<br />
turb<strong>in</strong> i realizacji parków o coraz większej mocy. Średnia<br />
moc znamionowa <strong>in</strong>stalowanych turb<strong>in</strong> za ubiegły rok to<br />
3,6 MW w porównaniu do 3 MW w roku poprzedzającym.<br />
W roku 2011 pojawiły się 23 nowe modele turb<strong>in</strong> offshore,<br />
przy czym trwają prace nad urządzeniami bardzo dużej<br />
mocy, w tym gigantami rzędu 15 MW. Pojawiają się<br />
także technologie zmierzające do obniżenia awaryjności<br />
turb<strong>in</strong>, a tym samym kosztów serwisowania, poprzez<br />
stosowanie generatorów bezprzekładniowych. Zwiększa<br />
się również zakres odległości realizowanych projektów<br />
od l<strong>in</strong>ii brzegowej (po oddaniu farm, które obecnie są<br />
w budowie, średnia odległość wynosić będzie 33,2<br />
km, a średnia głębokość morza ponad 25 m). Większe<br />
odległości i głębokości wymagają nowych rozwiązań<br />
w konstrukcji fundamentów. Trwają m.<strong>in</strong>. <strong>in</strong>tensywne<br />
Za rozbudowę systemu przesyłowego,<br />
m.<strong>in</strong>. dla przyszłych morskich farm wiatrowych<br />
w polskiej strefie ekonomicznej Bałtyku<br />
odpowiada Operator Systemu Przesyłowego<br />
(OSP), a więc to PSE Operator będzie prowadził<br />
prace i ponosił koszty powiązania morskich<br />
farm wiatrowych z systemem elektroenergetycznym.<br />
Dotyczy to prac związanych z przyłączeniem<br />
farmy w stacji elektroenergetycznej<br />
oraz rozbudowy sieci w celu umożliwienia<br />
przesłania w głąb systemu mocy generowanej<br />
przez farmę. Natomiast, zgodnie z obecnie<br />
obowiązującymi regulacjami, po stronie <strong>in</strong>westora<br />
farmy wiatrowej będą leżały działania<br />
i koszty związane z budową farmy wiatrowej<br />
oraz budową <strong>in</strong>frastruktury umożliwiającej<br />
podłączenie jej do sieci, aż do wskazanej stacji<br />
elektroenergetycznej.<br />
O możliwościach przyłączenia do sieci elektroenergetycznej<br />
odnawialnych źródeł energii,<br />
w tym w szczególności farm wiatrowych, decydują<br />
bowiem dwa podstawowe czynniki:<br />
• sieciowy – polegający na ocenie warunków<br />
pracy sieci przesyłowej i sieci dystrybucyjnej<br />
w zakresie wystąpienia przeciążeń l<strong>in</strong>ii<br />
w normalnych i awaryjnych stanach pracy sieci elektroenergetycznej,<br />
po przyłączeniu nowych źródeł;<br />
• bilansowy – polegający na ocenie możliwości zbilansowania<br />
Krajowego Systemu Elektroenergetycznego przez OSP, tj.<br />
zachowania równowagi zapotrzebowania na moc elektryczną<br />
z dostawami tej mocy.<br />

The nature and scale of legal, technical and economic<br />
challenges associated with offshore w<strong>in</strong>d farms is<br />
completely different from that of onshore farms. Each<br />
offshore project is affected by a number of factors,<br />
<strong>in</strong>clud<strong>in</strong>g geotechnical quality of the sea bottom,<br />
distance from shore, sea depth, or type of technology<br />
applied. Offshore power sector constitutes a relatively<br />
young yet rapidly evolv<strong>in</strong>g <strong>in</strong>dustry. First and foremost,<br />
it should be po<strong>in</strong>ted out that <strong>in</strong> 2011 the average size of<br />
an offshore w<strong>in</strong>d farm came up to nearly 200 MW, thus<br />
exceed<strong>in</strong>g the previous year’s value by 29% (45 MW).<br />
This confirms a clear tendency to <strong>in</strong>stall <strong>in</strong>creas<strong>in</strong>gly<br />
high capacity turb<strong>in</strong>es and w<strong>in</strong>d farms. Last year, the<br />
average rated power of <strong>in</strong>stalled turb<strong>in</strong>es amounted to<br />
3.6 MW as compared to 3 MW <strong>in</strong> the preced<strong>in</strong>g year.<br />
2011 witnessed addition of 23 new models of offshore<br />
turb<strong>in</strong>es, with work cont<strong>in</strong>u<strong>in</strong>g on very high capacity<br />
facilities, <strong>in</strong>clud<strong>in</strong>g giants <strong>in</strong> the neighborhood of 15<br />
MW. New technologies are be<strong>in</strong>g developed with a view<br />
to reduc<strong>in</strong>g turb<strong>in</strong>e failure potential, thereby lower<strong>in</strong>g<br />
service costs, by us<strong>in</strong>g gearless generators. The range<br />
of distance between executed projects and the coast<br />
l<strong>in</strong>e is also grow<strong>in</strong>g (once the farms that are currently<br />
under construction are completed, the average distance<br />
will be 33.2 km, at the average sea depth of over 25 m).<br />
Greater distances and depths require new solutions<br />
regard<strong>in</strong>g foundation construction. Intense research<br />
The extension of the transmission system for<br />
the future offshore w<strong>in</strong>d farms <strong>in</strong> the Polish<br />
economic zone of the Baltic Sea is, among<br />
others, the responsibility of the Transmission<br />
System Operator (TSO) so it is PSE Operator<br />
that will perform the works and <strong>in</strong>cur the costs<br />
of connect<strong>in</strong>g offshore w<strong>in</strong>d farms to the power<br />
system. This applies to the works related to the<br />
connection of a farm to the substation and the<br />
extension of the grid to enable the transmission<br />
of power generated by the farm. However,<br />
pursuant to the currently applicable regulations,<br />
it is the w<strong>in</strong>d farm <strong>in</strong>vestor which is responsible<br />
for any actions and costs related to the<br />
construction of the w<strong>in</strong>d farm and <strong>in</strong>frastructure<br />
enabl<strong>in</strong>g its connection to the grid, i.e. to the<br />
designated substation.<br />
The possibility of connect<strong>in</strong>g renewable <strong>energy</strong><br />
sources and <strong>in</strong> particular w<strong>in</strong>d farms to the grid<br />
is determ<strong>in</strong>ed by two basic factors:<br />
• network factor: consist<strong>in</strong>g <strong>in</strong> the assessment of<br />
operat<strong>in</strong>g conditions of the transmission and<br />
distribution networks as for the occurrence<br />
of l<strong>in</strong>e overloads <strong>in</strong> both standard and<br />
emergency power grid operat<strong>in</strong>g conditions<br />
after the connection of new sources;<br />
• balance factor: consist<strong>in</strong>g <strong>in</strong> the assessment of the possibility of<br />
balanc<strong>in</strong>g the National Power System by the TSO, i.e. ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g<br />
the balance between the power demand and power supply.<br />
The assessment of the first factor determ<strong>in</strong>es <strong>in</strong>vestments <strong>in</strong> the<br />
