różnica między ceną rynkową a urzędową nie przekroczy<br />
wartości zielonego certyfikatu skorygowanej o odpowiedni<br />
współczynnik, jedynym rynkiem będzie de facto<br />
rynek sprzedawców urzędowych, a jedyną ceną – cena<br />
urzędowa.<br />
Przeanalizowaliśmy wpływ proponowanych zmian na<br />
opłacalność hipotetycznego projektu polegającego na<br />
budowie farmy lądowej o mocy 20 MW i okresie życia<br />
wynoszącym 25 lat, która rozpocznie funkcjonowanie<br />
w 2014 roku i w 60% f<strong>in</strong>ansowana będzie kapitałem<br />
obcym. Założono stopę dyskontową na poziomie 11%<br />
odzwierciedlającą obecnie wskaźniki makroekonomiczne<br />
oraz nastawienie <strong>in</strong>westorów do energetyki<br />
wiatrowej 37 . Nakłady na organizację i budowę farmy<br />
wyniosłyby około 130 mln zł, a zakładana sprzedaż<br />
energii – około 40 tys. MWh rocznie. Do analizy przyjęto<br />
prognozy rynkowych cen energii przedstawione przez<br />
M<strong>in</strong>isterstwa Gospodarki, mówiące o osiągnięciu 250 zł/<br />
MWh w roku 2015 i 342 zł/MWh w roku 2020 (ceny stałe<br />
w złotych z 2009 r.). Założenia te należy uznać jednak<br />
za bardzo optymistyczne, biorąc pod uwagę między<br />
<strong>in</strong>nymi dane rynkowe. Przykładowo, na sesji Towarowej<br />
Giełdy Energii w dniu 20 września 2012 kontrakty serii<br />
BASE_Y-13 zawierano po 189 zł, a i BASE_Y-14 – po<br />
195 zł za MWh. Tymczasem prognoza M<strong>in</strong>isterstwa<br />
Gospodarki na lata 2013 i 2014 to odpowiednio 238<br />
i 246 zł – w dodatku w cenach stałych z 2009 r., a więc<br />
nom<strong>in</strong>alnie około 260 i 275 zł. Należy zaznaczyć, że<br />
przyjęte w propozycji M<strong>in</strong>isterstwa Gospodarki założenia<br />
obejmują zaprzestanie wsparcia (tzn. odebranie<br />
projektowi możliwości zarabiania na zielonych certyfikatach)<br />
po początkowym okresie 15 lat, w którym gwarantowana<br />
będzie wysokość współczynnika korekcyjnego.<br />
Dotyczy to także projektów funkcjonujących w ramach<br />
obecnego systemu wsparcia, dla których horyzont<br />
czasowy nie był zdef<strong>in</strong>iowany. W analizie uwzględniono<br />
także, zgodnie z projektem ustawy o OZE, iż sprzedaż<br />
energii po cenach rynkowych (według prognoz –<br />
wyższych od cen urzędowych powiększonych o <strong>in</strong>flację)<br />
wykluczała będzie możliwość uzyskania z zielonych<br />
certyfikatów. W oparciu o powyższe założenia przeanalizowaliśmy<br />
cztery scenariusze dla producenta energii:<br />
• Brak zmian w regulacjach wsparcia, które zostają<br />
utrzymane na pierwsze 15 lat życia projektu<br />
(kolumna A)<br />
• Sprzedaż energii po cenach rynkowych i utratę<br />
prawa do zielonych certyfikatów (kolumna B)<br />
• Rozpoczęcie produkcji w roku 2014 i sprzedaż<br />
energii po cenie urzędowej oraz współczynnik<br />
korygujący dla zielonych certyfikatów na poziomie<br />
0,9 (kolumna C),<br />

oczekiwane stopy zwrotu mogą istotnie wzrosnąć. Inwestorzy<br />
będą musieli wziąć pod uwagę np. ryzyko <strong>in</strong>flacyjne wynikające<br />
z planowanego braku waloryzacji opłaty zastępczej czy ryzyko<br />
związane z brakiem skutecznego mechanizmu zapobiegającego<br />
nadpodaży zielonych certyfikatów. Ryzyko <strong>in</strong>flacyjne jest<br />
szczególnie istotne biorąc pod uwagę fakt, iż niektóre koszty<br />
operacyjne są uzależnione od <strong>in</strong>flacji.<br />

between the market price and the official price does not<br />
exceed the value of a green certificate corrected by an<br />
adequate coefficient, the only market available for such<br />
a producer will de facto be the official market with its<br />
official price.<br />
We have analysed how the proposed changes would<br />
<strong>in</strong>fluence the profitability of a hypothetical project<br />
consist<strong>in</strong>g <strong>in</strong> build<strong>in</strong>g a 20MW on-shore farm with<br />
a 25-year lifespan, which is to start its operation <strong>in</strong><br />
2014 and is f<strong>in</strong>anced with debt capital <strong>in</strong> 60 percent.<br />
An 11-percent-<strong>in</strong>terest rate was assumed; it reflects the<br />
current macroeconomic <strong>in</strong>dicators and <strong>in</strong>vestor approach<br />
to w<strong>in</strong>d <strong>energy</strong>. 37 The expenditures on organization and<br />
construction of the farm would amount to 130 million<br />
PLN and the assumed yearly sales of <strong>energy</strong> would be<br />
at ca. 40 thousand MWh. The analysis used forecasts<br />
of <strong>energy</strong> market prices presented by the M<strong>in</strong>istry of the<br />
Economy. They anticipate reach<strong>in</strong>g the levels of 250 PLN/<br />
MWh and 342 PLN/MWh <strong>in</strong> 2015 and 2020 respectively<br />
(2009 fixed prices <strong>in</strong> PLN). Yet, consider<strong>in</strong>g the other<br />
factors <strong>in</strong>clud<strong>in</strong>g market data, these assumptions should<br />
be seen as highly optimistic. For example, at the Polish<br />
Power Exchange trad<strong>in</strong>g session of 20th September<br />
2012, the BASE_Y-13 and BASE_Y-14 contracts were<br />
sold at 189 PLN/MWh and 195 PLN/MWh respectively.<br />
Meanwhile, for 2013 and 2014 the M<strong>in</strong>istry of the<br />
Economy is forecast<strong>in</strong>g 238 PLN/MWh and 246 PLN/<br />
MWh moreover, 2009 fixed prices are taken <strong>in</strong>to account,<br />
which gives ca. 260 and 275 PLN <strong>in</strong> nom<strong>in</strong>al terms. It<br />
should be <strong>in</strong>dicated that the assumptions on which the<br />
M<strong>in</strong>istry based its proposal <strong>in</strong>clude term<strong>in</strong>ation of support<br />
given to the project, i.e. waiv<strong>in</strong>g the right to earn on<br />
green certificates after a prelim<strong>in</strong>ary period of 15 years,<br />
<strong>in</strong> which the level of the correction coefficient would<br />
be guaranteed. That also concerns projects operat<strong>in</strong>g<br />
with<strong>in</strong> the current support system without a def<strong>in</strong>ed<br />
time horizon. The analysis also takes <strong>in</strong>to account the<br />
draft law on renewable <strong>energy</strong> sources, which entails<br />
a situation where sell<strong>in</strong>g <strong>energy</strong> at market prices (higher<br />
than <strong>in</strong>flation-adjusted official prices, so the forecasts) will<br />
exclude the possibility to benefit from green certificates.<br />
Based on the assumptions above, we have analysed four<br />
scenarios for an <strong>energy</strong> producer:<br />
• No changes with<strong>in</strong> the regulations on support to<br />
be ma<strong>in</strong>taned for the <strong>in</strong>itial 15 years of the project<br />
(column A)<br />
• Sell<strong>in</strong>g <strong>energy</strong> at market prices and los<strong>in</strong>g the right<br />
to green certificates (column B)<br />
• Start<strong>in</strong>g production <strong>in</strong> 2014 and sell<strong>in</strong>g <strong>energy</strong> at<br />
the official price with correction coefficient for green<br />
certificates at 0.9 (column C)<br />

regulatory policy, the expected rates of return may <strong>in</strong>crease<br />
significantly. Investors will have to take <strong>in</strong>to consideration e.g. the<br />
<strong>in</strong>flationary risk result<strong>in</strong>g from the fact that the substitution fee is<br />
not planned to be adjusted for <strong>in</strong>flation, or the risk related to the<br />
fact that there is no efficient mechanism for prevent<strong>in</strong>g a surplus<br />
of green certificates. The <strong>in</strong>flationary risk is particularly significant,<br />
given that some of the operat<strong>in</strong>g costs depend on <strong>in</strong>flation.
