operatorów do inwestycji
Najistotniejszym elementem planu rozwoju operatorów
i dystrybutorów sieci elektroenergetycznej są
zamierzenia inwestycyjne. Ich zakres i harmonogram
uwzględniany jest przez Prezesa URE podczas
zatwierdzania taryf. Modernizacja i rozbudowa sieci to
jednak proces długotrwały i kapitałochłonny. Wieloletnie
prognozowanie przychodów i kosztów operatorów
jest tym samym z góry obarczone znacznym
marginesem błędu. Podczas ustalania cen prezes
URE, ocenia istotne interesy zarówno przedsiębiorcy
energetycznego, jak i konsumentów. Przestarzała
infrastruktura wymusza inwestycje, ale ich skala
– ograniczona zdolnością finansową i kredytową
operatorów, jest niewystarczająca w stosunku do
założeń rozwoju krajowego systemu wytwarzania. Z tej
perspektywy cały podsektor sieciowy jest niedokapitalizowany
i bez rozwiązania tego problemu nie można
liczyć na istotne zwiększenie skali inwestycji.
URE dokonuje jedynie weryfikacji, czy operator
rozbudował posiadaną sieć zgodnie z deklarowanymi
planami. Nie sprawdza natomiast jakości sieci ani
lokalizacji, w jakiej została zbudowana. Z tego względu
inwestycje dokonywane przez operatorów w wielu
przypadkach nie odpowiadają zapotrzebowaniu
sektora energetyki wiatrowej.

Do niedawna w Polsce realizowano stosunkowo dużo
projektów opartych na używanym sprzęcie sprowadzanym
z zagranicy (najczęściej z Niemiec i Danii).
Głównym mankamentem używanych turbin wiatrowych
development (at present, PSE Operator is the only
company that obtains aid under the Infrastructure and
Environment Operational Programme).
Absence of effective mechanism ensuring
investments by operators
Investment plans constitute a key component of
development plans adopted by power grid operators
and distributors. The terms of reference and schedules
of such investments are taken into consideration by
the President of the Energy Regulatory Office during
the tariff approval process. However, the system
modernization and development process is long
and costly. Consequently, long-term income and
cost forecasts developed by operators are by default
predisposed to a high margin of error. During the
price setting process, the President of ERO assesses
material interests both of the power company and
the consumers. And outdated infrastructure forces
investments, but the scale of such investments –
limited by financial and credit abilities of the operators
– is insufficient in comparison to the assumed
development of the national energy generation system.
From that perspective, the entire system subsector is
undercapitalized, and substantial growth of investment
scale cannot be expected until that problem is solved.
ERO only verifies whether an operator has expanded
the system in line with the declared plans. However,
neither the system standard nor the location where it
was developed is verified. Therefore, in many cases,
investments made by grid operators do not entirely
correspond to the demands of the wind energy sector.
