3.1 Decentralised authority, financing and management of pre-primary, primary, post-primary and tertiary services.<br />

reflects the strategic directions, conduct and disseminate research, and support the development of pilot and special<br />

Assess projects and innovations on Breakthrough to Literacy, etc ICT-enhanced curriculum<br />

delivery, etc Entrepreneurship in Integrated Production Skills, etc and other approaches to<br />

improvements in learning achievement for their consistency with the overall sector strategic<br />

objectives of the NCDC Workplan. Design, prepare and implement a project to pilot the<br />

operationalisation of the national Handwriting policy.Disseminate and popularise/ market the<br />

lessons learnt/ capacities acquired from projects/innovations on curriculum development and<br />

improvements in curriculum delivery.<br />

Review and make critiques of all syllabus specifications for a standardized approach to the<br />

formulation of curricular attainment targets and high priority competencies desired at each stage.<br />

Formulate guidelines on the use of attainment targets and high priority competencies as the basis<br />

for Continuous Assessment (CA) tools to evaluate learning achievement. Design specimen testing<br />

schemes and specimen examination papers as integral components of the curricula and their<br />

syllabuses. Organise and conduct consultations and orientations to build capacity on operational<br />

design and use of CA tools.Prepare and disseminate annual reports/digests on the performance of<br />

curriculum delivery in schools and colleges.<br />

Conduct statutory annual strategy-setting exercises at Academic Steering Board (ASB) level to<br />

determine curriculum development agenda feasible on available and accessible resources. Carry<br />

out bi-annual performance reviews at both Council and ASB levels on the curriculum development<br />

outputs by NCDC. Organise and conduct biennial national conferences on curriculum matters,<br />

reforms in curriculum development processes and the contributions of the Ugandan public to<br />

stakeholders' consultations on changes of curricula in the education system.<br />
