1.14 Changes to the ESIP<br />
Final ESSP<br />
The second <strong>Plan</strong> differs from the first in some key respects. The ESIP covered a<br />
five-year period (1998-2003), while this <strong>Plan</strong> (ESSP) covers ten years (2005-<strong>2015</strong>). 3<br />
This second <strong>Plan</strong> is costed and linked to department Work <strong>Plan</strong>s and the Mediumterm<br />
Budget Framework (MTBF) so that it can be used as a critical basis for<br />
medium-term and annual planning and budgeting. While the first <strong>Plan</strong> elaborated on<br />
the “programme approach” to planning and implementation, that approach has been<br />
more or less institutionalized, so the second <strong>Plan</strong> assumes its continuation. Finally,<br />
as described in more detail below, the second <strong>Plan</strong> shifts the emphasis from one of<br />
implementing Universal Primary <strong>Education</strong>, which, introduced in 1997, riveted the<br />
attention and resources of the sector, to a more balanced concern for post-primary<br />
and other sub-sectors as well as primary. Above all, it aims at improving the quality<br />
of education—what participants learn and how they learn.<br />
