Germans in the Czechoslovak Republic.
Germany, therefore, will have to
indemnify these former Czechoslovak
citizens and will do so by her own
decision and legislation.
3. The principle will be established that
there shall not be in the Czechoslovak
Republic a commune with a population
comprising less than 67% of Czech,
Slovak or Carpatho-Ruthenian
nationality. The Government will take all
the measures for putting this principle
into effect within a specified number of
years.
4. Czechoslovakia will be a
Czechoslovak national State. Citizens
belonging to national minorities will
enjoy all the individual democratic and
civic rights, but they will not be
considered by law as a national and
political collective body. Only
Czechoslovak and Ukrainian schools will
be supported by the State. Only the
German primary schools may be
exempted from this principle. The only
language to be used by State, provincial
and county authorities will be Czech,
Slovak or Ukrainian. In every other
respect complete democratic tolerance
and concord will apply. The State will be
a decentralised State and local selfautonomy
will be as complete as
possible.
5. A detailed scheme of the transfer in
political, economic, technical and
financial respects will be drawn up. It
will represent an extensive five-year
plan within the scope of a political,
economic and social five-year plan
embracing the whole state organism
and fully correlated to the general
scheme for the reconstruction of the
Republic. The main bulk of the transfer
is to be carried out within a period of
two years. The economic principle
underlying the transfer is the
consideration that all appurtenances of
industrial enterprises, trades and
agricultural holdings will remain in
their place and that until they are taken
over their present owners and
administrators will be held responsible
for their proper condition. As already
mentioned, the properties of transferred

will be considered as reparations, and
credited to Germany and Hungary.
6. In the first months after the fall of
Germany, there will be expelled from the
Republic (unless they are detained for
punishment) certain categories of
citizens of German nationality, who,
owing to their behaviour, have merited
such treatment. These will comprise
primarily:
a) All former citizens of Czechoslovakia
who were members of the Gestapo, SS
formations, of the German police, as well
as all officials of German nationality
appointed after Munich or after March
15, 1939, and those officials who
obviously associated themselves with the
new regime.
b) Functionaries of the Henlein Party
throughout the Republic, Ordners, Hitler
Jugend, leading personalities of all the
other Party organisations (Turnverein
members, etc.).
c) Those who served during the war in
uniformed detachments at and behind
the front for Germany, unless they can
prove they were engaged in revolutionary
activity against Germany, or that they
were of Czech and Slovak or Carpatho-
Ruthenian nationality.
d) Teachers, professors, members of Nazi
student organisations, lawyers,
technicians, participants in the social and
political life of Nazi professional
organisations [“trade unions” in the

e) All those Germans who for their own
benefit exploited the occupation of
Czechoslovakia economically and
financially.
7. The economic and financial scheme of
the transfer must provide for the
question of the financing of the transfer
of that part of the population that did
not take a direct part in the activities
against Czechoslovakia. Payments
awarded to this category of emigrants
from Czechoslovakia (for property left
behind, etc.) will be settled by means of
Czechoslovak claims for damage caused
by Germans in Czechoslovakia.
