<strong>The</strong> limits <strong>of</strong> public debate <strong>in</strong> Virg<strong>in</strong>ia and the grow<strong>in</strong>g importance <strong>of</strong><br />

public op<strong>in</strong>ion were apparent dur<strong>in</strong>g a major political dispute <strong>in</strong> 1753-54. Governor<br />

D<strong>in</strong>widdie unilaterally imposed a very unpopular fee <strong>of</strong> one pistole for each land<br />

patent he signed. 88 This tax and its controversy foreshadowed <strong>in</strong> many ways the<br />

taxation disputes with Parliament <strong>of</strong> the next decade. <strong>The</strong> burgesses argued it was a<br />

tax without the consent <strong>of</strong> the representatives <strong>of</strong> the people, arbitrarily and<br />

unconstitutionally imposed by the governor and his council. While the fee was<br />

eventually elim<strong>in</strong>ated, Burgess Landon Carter was forced to turn to London to<br />

pr<strong>in</strong>t a pamphlet and to the Maryland newspaper to pr<strong>in</strong>t a letter aga<strong>in</strong>st the<br />

Governor’s actions. Carter expressed his frustration with a lack <strong>of</strong> press freedom<br />

and the <strong>in</strong>ability <strong>of</strong> opponents <strong>of</strong> the pistole fee to publish their po<strong>in</strong>t <strong>of</strong> view <strong>in</strong> the<br />

local newspaper: “the <strong>Press</strong> <strong>in</strong> this Colony [Virg<strong>in</strong>ia], either through particular<br />

Incl<strong>in</strong>ation, or some other cogent Bias, <strong>in</strong> the Proprietor <strong>of</strong> it [pr<strong>in</strong>ter William<br />

Hunter], is, <strong>in</strong> many <strong>in</strong>stances, shut aga<strong>in</strong>st us …” Although Carter was a member<br />

<strong>of</strong> the lower assembly, it appears that Governor D<strong>in</strong>widdie had more <strong>in</strong>fluence with<br />

the local pr<strong>in</strong>ter than did Carter. <strong>The</strong> governor was seem<strong>in</strong>gly able to censor the<br />

press and suppress civic discourse regard<strong>in</strong>g an important public policy. 89 While not<br />

yet a broad public discourse, but primarily dissent between groups <strong>of</strong> political elites,<br />

the fact that political disagreement aga<strong>in</strong> found its way <strong>in</strong>to the public pr<strong>in</strong>ts is<br />

significant. At least one side attempted to rally public op<strong>in</strong>ion to its side. Aga<strong>in</strong>,<br />

Virg<strong>in</strong>ians turned to the Maryland press to pr<strong>in</strong>t what they could not get published<br />

at home. This was not the only time that the Annapolis press pr<strong>in</strong>ted what could<br />

not be pr<strong>in</strong>ted <strong>in</strong> Williamsburg; it was becom<strong>in</strong>g a regular escape valve for<br />
