PREREQUISITES:<br />

Active <strong>Army</strong> Officers in the ranks of CPT to COL, Warrant Officers, Noncommissioned Officers<br />

(SFC or above) recently assigned to, or en route to their initial assignment in a capability<br />

development or materiel acquisition position. Civilian personnel (GS-11 through GS-14) in the<br />

fields of CP32 (Training, Capability, and Doctrine Warfighting Developers), 132 (intelligence), 301<br />

(general), 343 (management), 345 (program), 346 (logistics management), 393<br />

(communications), 801 (engineer), 803 (safety engineer), 1515 (operations research), or other<br />

appropriate career fields. Active National Guard or Reserve (AGR) officers assigned to force<br />

modernization positions. Prior to attendance, attendees must complete the following Capabilities<br />

Development Courses located at http://www.dau.mil/Training/default.aspx: CLM041, Capabilities<br />

Based Planning; CLR250 Capabilities Based Assessment; CLR252, Developing Requirements.<br />

COURSE SCOPE:<br />

This course introduces the processes used to achieve desired joint and <strong>Army</strong> warfighting<br />

capabilities needed for the 21st century. Processes focus on determining, documenting, and<br />

staffing warfighting concepts, required capabilities, warfighting gaps and doctrine, organization,<br />

training, materiel, leader development, personnel and facilities (DOTMLPF) requirements and<br />

cost-benefit analyses of those potential resource informed, integration focused, outcome based<br />

(RIO) solutions. This course concentrates on inputs to and outputs of the Joint Capabilities<br />

Integration and Development System (JCIDS) process and related organizations; its relationship<br />

to planning, programming and budget execution (PPBE) system; and its relationship to the<br />

acquisition process and organizations. The JCIDS capabilities based assessment (CBA),<br />

analysis, and critical thinking executed in support of preparing the required JCIDS documents<br />

(DOTMLPF Change Recommendation, Initial Capabilities Document, Capabilities Development<br />

Document, and Capabilities Production Document) form the basis for the course. The PPBE is<br />

presented as the means of prioritizing, funding, integrating and synchronizing solutions to the<br />
