Staff Regulations, Reg. 12.4-12.6 Regulation 12.4 The provisional rules and amendments reported by the Secretary-General, taking into account such modifications or deletions as may be directed by the Assembly, shall enter into full force and effect 30 days after the end of the meeting of the Assembly at which the report was presented. Nothing in this paragraph shall prevent the rules and amendments having retroactive effect in order to ensure that they have effect at the same time as the corresponding United Nations rules and amendments. Regulation 12.5 In cases where the Secretary-General is authorized by these Regulations to establish, prescribe or determine terms or conditions, these should be based on those applicable to the United Nations staff. Regulation 12.6 Staff regulations and rules shall not give rise to acquired rights within the meaning of regulation 12.1 while they are provisional. 1
