<strong>Staff</strong> <strong>Rules</strong>, 103.17-104.3<br />
or sister fulfils the same age <strong>and</strong> school attendance requirements established for<br />
a dependent child. If the brother or sister is physically or mentally incapacitated<br />
for substantial gainful employment, either permanently or for a period expected<br />
to be of long duration, the requirements as to school attendance <strong>and</strong> age shall be<br />
waived.<br />

APPOINTMENT AND PROMOTION<br />
Rule 104.1<br />
Letter of appointment<br />
The letter of appointment granted to every staff member contains expressly<br />
or by reference all the terms <strong>and</strong> conditions of employment. All contractual<br />
entitlements of staff members are strictly limited to those contained expressly or<br />
by reference in their letters of appointment.<br />
Rule 104.2<br />
Effective date of appointment<br />
The appointment of every staff member shall take effect from the date on<br />
which the staff member enters into official travel status to assume his or her duties<br />
or, if no official travel is involved, from the date on which the staff member starts<br />
to perform his or her duties.<br />
Rule 104.3<br />
Re-employment<br />
(a) A former staff member who is re-employed shall be given a new<br />
appointment or, if re-employed within twelve months of separation from service<br />
or a longer period following retirement or disability under the Joint <strong>Staff</strong> Pension<br />
Fund <strong>Regulations</strong>, he or she may be reinstated in accordance with paragraph (c)<br />
below:<br />
(b) If the former staff member is reinstated, it shall be so stipulated in his<br />
or her letter of appointment. If he or she is given a new appointment, its terms<br />
shall be fully applicable without regard to any period of former service, except as<br />
provided below:<br />
(i) Former service may be considered when establishing the level on<br />
recruitment <strong>and</strong> the record of mobility of the staff member; <strong>and</strong><br />
(ii) When a staff member receives a new appointment in the United<br />
Nations common system less than twelve months after separation,<br />
the amount of any payment on account of termination indemnity,<br />
repatriation grant or commutation of accrued annual leave shall<br />
be adjusted so that the number of months, weeks or days of salary<br />
