cHAPTER vIII<br />
STAFF RELATIONS<br />
Rule 108.1<br />
<strong>Staff</strong> Committee<br />
(a) The Secretary-General shall establish <strong>and</strong> maintain continuous contact <strong>and</strong><br />
communication with the staff in order to ensure the effective participation of the staff<br />
in identifying, examining <strong>and</strong> resolving issues relating to staff welfare, including<br />
conditions of work, general conditions of life <strong>and</strong> other personnel policies.<br />
(b) A <strong>Staff</strong> Committee shall be established <strong>and</strong> shall be entitled to make<br />
proposals to the Secretary-General <strong>and</strong> to be consulted on issues relating to staff<br />
welfare, including conditions of work, general conditions of life <strong>and</strong> other personnel<br />
policies. It shall consist of three members elected biennially by the staff.<br />
(c) General administrative instructions or directives on questions within the<br />
scope of paragraph (b) shall be transmitted in advance, unless emergency situations<br />
make this impracticable, to the <strong>Staff</strong> Committee for consideration <strong>and</strong> comment<br />
before being placed in effect.<br />
(d) The Secretary-General shall afford facilities for meeting of the <strong>Staff</strong><br />
Committee <strong>and</strong> shall allow members of the <strong>Staff</strong> Committee sufficient time for<br />
the performance of their functions, during office hours.<br />
(e) In accordance with the principle of freedom of association, staff members<br />
may form <strong>and</strong> join associations, unions or other groupings. However, formal contact<br />
<strong>and</strong> communication on the matters referred to in paragraph (b) shall be conducted<br />
through the <strong>Staff</strong> Committee, which shall be the sole <strong>and</strong> exclusive representative<br />
body for such purpose.<br />

SEPARATION FROM SERvIcE<br />

Special Advisory Board, definition of termination, <strong>and</strong> abolition of posts<br />
<strong>and</strong> reduction of staff<br />
Special Advisory Board<br />
(a) The Special Advisory Board under staff regulation 9.1(b) shall be<br />
composed of a chairman <strong>and</strong> two members appointed by the Secretary-General<br />
in consultation with the <strong>Staff</strong> Committee.<br />
Definition of termination<br />
(b) A termination within the meaning of the <strong>Staff</strong> <strong>Regulations</strong> is a separation<br />
from service initiated by the Secretary-General, other than retirement at the age<br />
of sixty-two years or more or summary dismissal for serious misconduct.<br />
