Rule 103.7<br />

Special Post allowance<br />

(a) <strong>Staff</strong> members shall be expected to assume temporarily, as a normal<br />

part of their customary work <strong>and</strong> without extra compensation, the duties <strong>and</strong><br />

responsibilities of higher level posts.<br />

(b) Without prejudice to the principle that promotion under staff rule<br />

104.12 shall be the normal means of recognizing increased responsibilities <strong>and</strong><br />

demonstrated ability, a staff member who is called upon to assume the full duties<br />

<strong>and</strong> responsibilities of a post at a clearly recognizable higher level than his or her<br />

own for a temporary period exceeding three months may, in exceptional cases, be<br />

granted a non pensionable special post allowance from the beginning of the fourth<br />

month of service at the higher level.<br />

(c) When a staff member in the General Service category is required to serve<br />

in a higher level post in the Professional category, or when a staff member in any<br />

category is required to serve in a post which is classified more than one level above<br />

his or her level, the allowance may be paid immediately the staff member assumes<br />

the higher duties <strong>and</strong> responsibilities.<br />

(d) The amount of the special post allowance shall be equivalent to the salary<br />

increase (including post adjustment <strong>and</strong> dependency allowances, if any) which the<br />

staff member would have received had the staff member been promoted to the next<br />

higher level.<br />

Rule 103.8<br />

Overtime <strong>and</strong> compensatory time off<br />

(a) <strong>Staff</strong> members in the General Service category who are required to<br />

work in excess of the working week established for this purpose shall be given<br />

compensatory time off or may receive additional payment in accordance with the<br />

following provisions:<br />

(i) Overtime means time worked in excess of the scheduled work day or in<br />

excess of the scheduled work week or time worked on official holidays,<br />

provided that such work has been authorized by the proper authority.<br />

(ii) The scheduled work day means the duration of the working hours<br />

in effect at the time on any day of the scheduled work week, less<br />

one hour for a meal.<br />

(iii) The scheduled work week consists of the five working days assigned<br />

to the staff member during seven consecutive calendar days.<br />

(iv) Compensation shall take the form of an equal amount of<br />

compensatory time off for overtime in excess of the scheduled work<br />

day up to a total of eight hours of work on the same day. Subject to<br />

the exigencies of the service, such compensatory time off may be<br />

given at any time during the four months following the month in<br />

which the overtime takes place.<br />

(v) Compensation shall take the form of payment at the straight time rate<br />

in respect of each hour in excess of forty hours if it is ascertained
