4 <strong>Staff</strong> <strong>Rules</strong>, 104.12-104.13<br />
(ii) Subject to the criteria set out in article 167, paragraph 2, of the United<br />
Nations Convention on the Law of the Sea <strong>and</strong> to the provisions of<br />
staff regulations 4.3(a) <strong>and</strong> 4.8, the Appointment <strong>and</strong> Promotion Board<br />
shall, in filling vacancies, give due regard to applications by staff<br />
members already employed by the <strong>Authority</strong> or by other international<br />
organizations within the United Nations common system.<br />
Composition <strong>and</strong> procedures of the Appointment <strong>and</strong> Promotion Board<br />
(b) (i) The Appointment <strong>and</strong> Promotion Board shall consist of three<br />
members <strong>and</strong> three alternates at the level of P-3 <strong>and</strong> above. The<br />
Chief of the Office of Administration <strong>and</strong> Management, or his or<br />
her representative, shall serve ex officio as a non voting member of<br />
the Board. The other members <strong>and</strong> alternates shall be appointed by<br />
the Secretary-General after consultation with the <strong>Staff</strong> Committee.<br />
Such members <strong>and</strong> alternates shall be appointed for fixed periods,<br />
normally of one year, subject to renewal.<br />
(ii) The Board shall elect its chairman <strong>and</strong> establish its own procedures.<br />
Functions of the Appointment <strong>and</strong> Promotion Board<br />
(c) The function of the Appointment <strong>and</strong> Promotion Board shall be to make<br />
recommendations to the Secretary-General in respect of the following:<br />
(i) Appointment: Proposed probationary appointments <strong>and</strong> other<br />
proposed appointments of a probable duration of one year or more.<br />
(ii) Review:<br />
a. The suitability for permanent appointment of staff members whose<br />
eligibility is established under the terms of rule 104.11(a)(i). With<br />
respect to holders of probationary appointments, recommendations<br />
of the Board may include extension of the probationary period for<br />
one additional year or separation from service.<br />
b. The review of proposals for the termination of permanent<br />
appointments for unsatisfactory services under regulation 9.1<br />
(a) in accordance with the special procedures established for<br />
that purpose by the Secretary-General.<br />
(iii) Promotion:<br />
a. The selection of staff members qualified for promotion.<br />
b. Minimum periods of service in the grade, as a normal<br />
requirement for consideration for promotion, shall be<br />
established by the Secretary-General.<br />

(a) <strong>Staff</strong> members may be required from time to time to undergo a medical<br />
examination in order to ensure that they are free from any ailment likely to impair
