(b) Where a promotion from the General Service category to the Professional<br />

category would result in a reduction of the pensionable remuneration used for<br />

computing the final average remuneration, the level of pensionable remuneration<br />

reached prior to the promotion shall be maintained until it is surpassed by that<br />

applicable to the staff member’s grade <strong>and</strong> step in the Professional category.<br />

Contributions payable in accordance with article 25 of the <strong>Regulations</strong> of the<br />

United Nations Joint <strong>Staff</strong> Pension Fund shall be based on either:<br />

(i) The pensionable remuneration of the staff member used to determine<br />

such contributions at the time of promotion; or<br />

(ii) The pensionable remuneration applicable to the staff member’s grade<br />

<strong>and</strong> step in the Professional category,<br />

whichever is higher.<br />

Rule 103.12<br />

<strong>Staff</strong> assessment<br />

(a) An assessment at the same rates as those applicable to United Nations<br />

staff members shall be applied to the salaries <strong>and</strong> such other emoluments of staff<br />

members as are computed on the basis of salary, excluding post adjustment,<br />

provided that the Secretary-General may, where he or she deems it advisable,<br />

exempt from the assessment the salaries <strong>and</strong> emoluments of staff members engaged<br />

at locality rates.<br />

(b) The dependency rate of staff assessment shall apply to the salaries of<br />

staff members in the professional <strong>and</strong> higher category when:<br />

(i) The staff member’s spouse is recognized as a dependant under rule<br />

103.16; or<br />

(ii) The staff member provides substantial <strong>and</strong> continuing support to<br />

one or more of his or her children.<br />

(c) Where both husb<strong>and</strong> <strong>and</strong> wife are staff members <strong>and</strong> are in the professional<br />

<strong>and</strong> higher category, <strong>and</strong> taking into account rule 104.9 (d), staff assessment shall<br />

apply to each at the single rate. If they have a dependent child or children, the<br />

dependency rate shall apply to the spouse having the higher salary level <strong>and</strong> the<br />

single rate to the other spouse.<br />

Rule 103.13<br />

Deductions <strong>and</strong> contributions<br />

(a) There shall be deducted, each pay period, from the total payments due<br />

to each staff member:<br />

(i) <strong>Staff</strong> assessment;<br />

(ii) Contributions to the United Nations <strong>Staff</strong> Pension Fund in accordance<br />

with article 25 of the <strong>Regulations</strong> of the United Nations Joint<br />

<strong>Staff</strong> Pension Fund <strong>and</strong> rule 103. 11.<br />

(b) Deductions from salaries, wages <strong>and</strong> other emoluments may also be made<br />

for the following purposes:<br />
