APPENDIx B<br />
RULES GOvERNING cOMPENSATION IN THE EvENT<br />
OF DEATH, INJURY OR ILLNESS ATTRIBUTABLE TO<br />
THE PERFORMANcE OF OFFIcIAL DUTIES ON<br />
BEHALF OF THE AUTHORITY<br />
Appendix D to the <strong>Staff</strong> <strong>Rules</strong> of the United Nations contains rules governing<br />
compensation in the event of death, injury or illness attributable to the performance<br />
of official duties on behalf of the United Nations. This is applicable to the <strong>Authority</strong><br />
mutatis mut<strong>and</strong>is in accordance with rule 106.4 of the <strong>Staff</strong> <strong>Rules</strong> of the <strong>Authority</strong>.<br />
<strong>Rules</strong> of Appendix D are embodied in three circulars that are published separately<br />
in the following Secretary-General’s Bulletins: ST/SGB/<strong>Staff</strong> <strong>Rules</strong>/Appendix<br />
D/Rev.1, of 1 January 1966, as amended by ST/SGB/<strong>Staff</strong> <strong>Rules</strong>/Appendix D/<br />
Rev.1/Amend.1 of 8 January 1976, <strong>and</strong> by ST/SGB/<strong>Staff</strong> <strong>Rules</strong>/1/Rev.7/Amend.3<br />
of 1 January 1993. A consolidated text of those circulars is reproduced here <strong>and</strong> is<br />

sECTIOn I<br />
AppLICABILITY<br />
Article 1<br />
Applicability<br />
(a) These rules shall apply to all staff members appointed by the Secretary-<br />
General except as provided in paragraph (b) of this article.<br />
(b) The Secretary-General may, in appropriate cases, arrange for the coverage<br />
of staff members who are locally recruited under an applicable national social<br />
security scheme, in which case the provisions of these rules shall not apply to such<br />
staff members.<br />
(c) These rules shall not apply to internes nor to persons under contract<br />
with the United Nations by special service agreement unless otherwise expressly<br />
provided by the terms of their appointments.<br />

pRInCIpLEs OF AwARD AnD GEnERAL pROVIsIOns<br />
Article 2<br />
Principles of award<br />
The following principles <strong>and</strong> definitions shall govern the operation of these rules:<br />
(a) Compensation shall be awarded in the event of death, injury or illness of<br />
a staff member which is attributable to the performance of official duties on behalf<br />
of the United Nations, except that no compensation shall be awarded when such<br />
death, injury or illness has been occasioned by:
