B.1 Iniciativa Reino de Bélgica 70 . Esta iniciativa se fundamenta
en la creación de una red europea de puntos de contacto nacionales
para la Justicia reparadora. En base a esto aparecen en la
Iniciativa tres artículos importantes para la justicia restaurativa o
reparativa. Que se aprobó finalmente con enmiendas el 8 de abril
de 2003.
En su primer artículo establece la creación de una red de contactos
nacionales para la Justicia reparadora 71 .
En el segundo artículo define la “Justicia Restaurativa”: que se refiere
a una visión general del proceso de la justicia penal en la que las necesidades
de la víctima son priorizadas y colocadas en primer lugar, y destaca
de modo positivo la responsabilidad del infractor. Abarcando un cuerpo
de ideas relativo a varias formas de sancionar y tratar los conflictos en
las etapas sucesivas del proceso de justicia penal o en conexión con
éste 72 .
Por último, nos interesa también el quinto artículo donde establece
que la red (para poder cumplir sus objetivos del modo más eficiente y con
el mayor aprovechamiento) podrá solicitar el conocimiento práctico y la
experiencias de organizaciones no gubernamentales que actúan en el
ámbito de la Justicia Restaurativa, e incluso decidir cooperar con ellas de
manera más estructurada 73 .
