Parking enforcement in Halifax, CFAD Bedford, and Shearwater is
controlled by the Base Operations HQ. Formation vehicle passes are
issued by the Car Pass Office at Dockyard, while Shearwater passes are
issued at building 35 North in Shearwater. CFAD Bedford passes are
issued there by the Superintendent.

VEHICLE PASSES AND PARKING
CANADIAN CORPS OF COMMISSIONAIRES
Most members of the Corps of Commissionaires have previous military
or RCMP service. Membership has also recently been extended to
other select groups, provided that basic citizenship, security and character
requirements are met. These groups include commissionaire spouses,
spouses of serving and former members of the Canadian Forces or
the RCMP and former emergency services personnel who have qualified
and served in law enforcement, fire protection services, search and
rescue, Coast Guard or emergency medical services.
MARLANT employs approximately 190 commissionaires. Under
operational control of the NPM (A), the commissionaires provide support
to the MPs around the clock.
The tasks of these DND commissionaires are varied but not limited to
the following:
• Access and key control on DND property (manning gates and building/ship
access control points)
• Conducting routine searches, foot patrols and parking enforcement
• Providing identification services (ID cards, fingerprinting, vehicle
and area passes, access lists and photographic services
• Police administration (court, traffic and security operations), and
• Communications (including alarm monitoring and dispatching).
The Corps of Commissionaires is an integral component of the Formation
security team.

CORPS CANADIEN DES COMMISSIONNAIRES
La plupart des membres du Corps des commissionnaires sont d’anciens militaires
ou membres de la GRC. Depuis peu, d’autres groupes sélectionnés peuvent
également en devenir membres, pourvu qu’ils respondent aux exigences
élémentaires de citoyenneté, de sécurité et de personnalité. Ces groupes comprennent
les conjoints des commissionnaires, les conjoints de membres actuels et
d’anciens membres des Forces canadiennes ou de la GRC et les anciens agents
qualifiés des services d’urgence qui ont occupé un poste au sein du service de
police, du service de protection des incendies, du service de recherche et sauvetage,
de la Garde côtière ou des services médicaux d’urgence.
Les FMAR (A) Halifax emploient environ 190 commissionnaires. Sous le
contrôle opérationnel du GPFM(A), les commissionnaires appuient en permanence
la police militaire.
Les tâches de ces commissionnaires du MDN sont variées, et comprennent,
sans s’y limiter, les tâches suivantes:
• Accès à la propriété du MDN (barrières d’entrée, postes de contrôle d’accès
aux immeubles et aux navires) et contrôle des clés
• Effectuer des inspections courantes et des patrouilles à pied et faire appliquer
les règlements de stationnement
• Offrir des services d’identification (cartes d’identité, dactyloscopie, laissezpasser
pour véhicules et secteurs, listes de contrôle d’accès, services photographiques,
etc.)
• Administration policière (tribunaux, circulation et sécurité) et
• Communications (alarmes de surveillance et répartition).
Le Corps des commissionnaires fait partie intégrante de l’équipe de sécurité de
la Formation.
