It is no longer limited to those who study only <strong>the</strong><strong>de</strong>velopment <strong>of</strong> <strong>the</strong> healing arts in Western Europe. Our study has become universal, as <strong>the</strong> roster <strong>of</strong> persons attending thisCongress amply <strong>de</strong>monstrates. Our participants come from over 30 countries and represent a variety <strong>of</strong> viewpoints. We haveassembled here to learn from each o<strong>the</strong>r and to exchange a myriad <strong>of</strong> i<strong>de</strong>as. As <strong>the</strong> eminent American historian <strong>of</strong> medicine,Pr<strong>of</strong>essor John C. Burnham has recently noted , what counts today is not from what discipline <strong>the</strong> medical historian <strong>de</strong>rives,but what he/she brings to <strong>the</strong> subject; not his or her certification, but ra<strong>the</strong>r what questions he or she asks.Pr<strong>of</strong>essor Burnham, tells us, moreover, that almost fifty years ago, Doug<strong>la</strong>s Guthrie, <strong>the</strong>n Presi<strong>de</strong>nt <strong>of</strong> <strong>the</strong> Royal <strong>Society</strong> <strong>of</strong>Medicine Section <strong>of</strong> History <strong>of</strong> Medicine exp<strong>la</strong>ined «Chemists, nurses, librarians and general historians have all ma<strong>de</strong> <strong>the</strong>ircontributions to <strong>the</strong> subject. After all, medical history <strong>de</strong>als, not only with medicine, but also with history, in all its aspects;and when viewed as a whole, and not merely as a branch <strong>of</strong> specialized knowledge, it promotes that wi<strong>de</strong> liberal outlook whichis so greatly required today.»Dr. Guthrie's words are more apt today than ever before. He could not have better stated <strong>the</strong> goals <strong>of</strong> our <strong>Society</strong> which isconstantly expanding by reaching out to persons from a variety <strong>of</strong> backgrounds who are interested in <strong>the</strong> history <strong>of</strong> <strong>the</strong> healingarts throughout <strong>the</strong> world. Globalization will aid us in this purpose owing in many cases to <strong>the</strong> technological advances I havealready mentioned.But ano<strong>the</strong>r aspect <strong>of</strong> this trend must be un<strong>de</strong>rscored. One <strong>of</strong> <strong>the</strong> apparent political consequences <strong>of</strong> globalization has beenits fostering <strong>of</strong> <strong>de</strong>centralization. In recent <strong>de</strong>ca<strong>de</strong>s, especially since <strong>the</strong> Fall <strong>of</strong> <strong>the</strong> Soviet Union <strong>the</strong> <strong>de</strong>volution <strong>of</strong> politicalpower to smaller more local units has been apparent. An obvious example <strong>of</strong> this <strong>de</strong>centralizing trend was reached in 1999,when Scot<strong>la</strong>nd and Wales acquired <strong>the</strong>ir own parliaments. In a like way, we must always strive to reach out to local medicalhistory societies and to take into consi<strong>de</strong>ration both what <strong>the</strong>y can <strong>of</strong>fer to <strong>the</strong> <strong>Society</strong> and how we can aid <strong>the</strong>m in <strong>the</strong>irmission. It is for this reason that <strong>the</strong> <strong>Society</strong> has begun to sponsor seminars and discussion groups in <strong>the</strong> years between<strong>the</strong> Congresses. I believe that such an interim conference will be initiated next year It should stimu<strong>la</strong>te interest both in <strong>the</strong>History <strong>of</strong> Medicine and in our <strong>Society</strong>. All local meetings and discussion groups should be announced and reported on <strong>the</strong><strong>Society</strong>'s server or through its Journal Vesalius. The <strong>Society</strong> must act as an umbrel<strong>la</strong> shading and fostering <strong>the</strong> efforts <strong>of</strong>its members on <strong>the</strong> local level.The cooperation and active participation <strong>of</strong> <strong>the</strong> National Delegates in <strong>the</strong>se en<strong>de</strong>avours is vital. As <strong>the</strong> principal link between<strong>the</strong> <strong>Society</strong> and its individual members, <strong>the</strong> National Delegates are our lifeline. It is <strong>the</strong>refore essential that our Council becomposed National Delegates who are both active and effective. In addition to acting as councillors and advisors to <strong>the</strong>Executive Committee, <strong>the</strong>y assure constant communication between <strong>the</strong> <strong>Society</strong> and its members in <strong>the</strong>ir respectivecountries. Our Secretary General, Dr. A<strong>la</strong>in Lellouch, realizing <strong>the</strong> importance <strong>of</strong> enlisting able and willing NationalDelegates, has worked tirelessly for two years in this effort. I am extremely grateful to him for his accomplishments in thisen<strong>de</strong>avor as well as for making <strong>the</strong> four years <strong>of</strong> my presi<strong>de</strong>ncy such a pleasure. I should like to thank him personally forhis aid and assistance through many difficulties, and am certain that Dr. Tricot, our incoming Presi<strong>de</strong>nt will find working withDr, Lellouch to be a rewarding experience.Dr. Tricot is certainly well known to all members <strong>of</strong> <strong>the</strong> <strong>Society</strong>. His grandfa<strong>the</strong>r, Jean Joseph Tricot-Royaer was <strong>the</strong> <strong>Society</strong>'sfounding presi<strong>de</strong>nt. Now, almost eighty years <strong>la</strong>ter Jean Pierre Tricot, who was also Jean Joseph's godson, assumes <strong>the</strong>Presi<strong>de</strong>ncy <strong>of</strong> <strong>the</strong> <strong>Society</strong> that he has and will continue to serve so well. His most recent contribution to <strong>the</strong> <strong>Society</strong> is <strong>the</strong>comprehensive Historical Sketch he composed, a copy <strong>of</strong> which has been enclosed in all our packets. Jean Pierre will leadus into <strong>the</strong> years <strong>of</strong>ten referred to as Y2K with ability and enthusiasm. Un<strong>de</strong>r his Presi<strong>de</strong>ncy, I am certain <strong>the</strong> <strong>Society</strong> willbecome even more <strong>International</strong> more vigorous, and more youthful. Lorsque nous sommes réunis, nous capturons l'enthousiasme intellectuel à propos duquel Ulrich Von Huttenécrivait en 1518 : «C'est un p<strong>la</strong>isir <strong>de</strong> vivre... les étu<strong>de</strong>s fleurissent et l'esprit remue». Tel que Von Hutten se réjouissait <strong>de</strong>stravaux <strong>de</strong> l'érudition <strong>de</strong> l'époque <strong>de</strong> <strong>la</strong> Renaissance, je suis enchantée et gran<strong>de</strong>ment stimulée <strong>de</strong> clore mon terme prési<strong>de</strong>ntieldans ce cadre splendi<strong>de</strong>, en compagnie <strong>de</strong> tant d'amis <strong>de</strong> longue date venus du mon<strong>de</strong> entier. Bien sur il me manque commeà vous, quelques visages familiers d'hommes et <strong>de</strong> femmes qui ont fait <strong>de</strong> cette organisation l'important forum d'échanged'idées qu'elle est <strong>de</strong>venue. Ce sont leurs propres idées et leurs efforts qui confèrent sa tradition à notre société, or <strong>la</strong> traditionconstitue une ressource et un capital précieux qui nous gui<strong>de</strong>ront à travers les temps futurs.Comme <strong>la</strong> vieille chanson nous le rappelle «Les temps s'en vont changer...» mais pour ceux d'entre nous qui ont vécu <strong>la</strong>majorité <strong>de</strong> leur vie dans le 20e siècle, le changement <strong>de</strong>vrait n'être qu'une procédure normale et sans à-coups. Il y a euplus d'innovations scientifiques et technologiques durant ce 20e siècle que pendant tous ceux qui l'ont précédé. Il semblemême que le rythme se soit accéléré ces quatre <strong>de</strong>rnières années, correspondant au terme <strong>de</strong> ma prési<strong>de</strong>nce.139

Nous avons tous assisté à <strong>de</strong> spectacu<strong>la</strong>ires feux d'artifice mondiaux. Qui oublierajamais l'Opéra <strong>de</strong> Sydney ou <strong>la</strong> Tour Eiffel, sans parler <strong>de</strong>s acc<strong>la</strong>mations <strong>de</strong> Times Square quand <strong>la</strong> scintil<strong>la</strong>nte balle <strong>de</strong> verreest tombée à minuit ? La plupart d'entre nous seront certainement d'accord, je présume, qu'en ce qui concerne l'Apocalyspe,<strong>la</strong> nuit du 31 décembre 1999 a été un colossal fiasco !Bien que je ne cherche pas à prophétiser et que je ne puisse nier un désapointement dans certains milieux, si je passe enrevue les quatre années précédant l'avènement du 21 e siècle, je pense qu'il nous faut considérer trois factueurs marquantsengendrés par l'évolution générale et dont les implications quoique mondiales touchent aussi notre Société en particulier.Voici donc <strong>la</strong> «Trinité» du Changement dont j'aimerais vous entretenir ici : <strong>la</strong> Révolution Informatique et Electronique, leMiracle du Génome, et <strong>la</strong> Mondialisation. Ces trois facteurs ont déjà débuté et vont continuer à influencer notre mon<strong>de</strong>, maissi leurs bénéfices sont utilement exploités, ils nous ai<strong>de</strong>ront à renforcer notre but et celui <strong>de</strong> notre société. J'y ai déjà faitallusion plus tôt. D'ailleurs, quels sont ceux qui ayant survécu aux célébrations du millenium, pourraient nier que l'on vit àl'âge <strong>de</strong> l'informatique et <strong>de</strong> l'électronique ?...Il eut été fabuleux pour les fondateurs <strong>de</strong> notre société d'avoir pu, <strong>de</strong>puis leurs salons d'Europe, assister aux illuminationssuccessives dont <strong>la</strong> p<strong>la</strong>nète a inondé les monuments <strong>de</strong> ses importantes cités ! Et quel émerveillement pour eux s'ils avaientpu communiquer instantanément avec leurs semb<strong>la</strong>bles, grâce aux moyens qui nous sont aujourd'hui disponibles !Durant ces quatre <strong>de</strong>rnières années nous avons transformé notre communication entre les membres à l'intérieur même <strong>de</strong><strong>la</strong> société, mais nous avons aussi gran<strong>de</strong>ment accru notre portée vers l'extérieur et vers ceux qui s'efforcent <strong>de</strong> poursuivre<strong>de</strong>s buts simi<strong>la</strong>ires sans pour ce<strong>la</strong> nous être affiliés.La plupart <strong>de</strong>s membres <strong>de</strong> notre Comité Exécutif sont maintenant en communication constante par le médium du courrierélectronique. Cette innovation nous a permis <strong>de</strong> mieux nous comprendre, d'organiser <strong>de</strong>s réunions et <strong>de</strong> partager nosopinions hebdomadairement sinon quotidiennement. Quoique les épouses <strong>de</strong>s divers membres du Conseil ne soient pastoujours d'accord... les mérites manifestes <strong>de</strong> <strong>la</strong> communication immédiate entre les membres <strong>de</strong> <strong>la</strong> société ne font aucundoute et ne requièrent pas <strong>de</strong> plus amples explications. Nous pouvons vous importuner n'importe quand !!!Grâce à cette panoplie électronique, maintenant disponible à tous nos membres ainsi qu'à toute personne à travers le mon<strong>de</strong>intéressée par l'Histoire <strong>de</strong> <strong>la</strong> Mé<strong>de</strong>cine, nous possédons un Serveur et une Web Page. C'est au travail constant <strong>de</strong> notremembre distingué, le Pr<strong>of</strong>esseur Plinio Prioreschi <strong>de</strong> l'Université <strong>de</strong> Creighton, que nous <strong>de</strong>vons l'innovation d'un Listserv. Cemoyen d'échange d'informations concernant l'Histoire <strong>de</strong> <strong>la</strong> Mé<strong>de</strong>cine a provoqué l'intérêt <strong>de</strong> bien <strong>de</strong>s gens qui ignoraientjusqu'alors notre existence. Pour ceux d'entre nous recevant le flot d'informations que le Dr Prioreschi accumule presquequotidiennement dans son forum-email, il est prouvé que ce<strong>la</strong> consitue une source énergisante d'idées et <strong>de</strong> nouvellescourantes.L'autre innovation, celle <strong>de</strong> <strong>la</strong> Page <strong>de</strong> notre société sur Internet, est due à Mr Russell Johnson, archiviste <strong>de</strong> l'Histoire <strong>de</strong> <strong>la</strong>Mé<strong>de</strong>cine, Division Spéciale <strong>de</strong> <strong>la</strong> Bibliothèque Biomédicale <strong>de</strong> UCLA, web page qu'il a créée et maintient régulièrement à jour.Les efforts déployés par ces <strong>de</strong>ux hommes exceptionnels, afin <strong>de</strong> maintenir <strong>la</strong> présence <strong>de</strong> <strong>la</strong> Société sur <strong>la</strong> scène internationale,ont été remarquables et bien qu'aucun d'eux ne soit présent aujourd'hui, je sais que vous voudrez vous joindre à moi pour lesremercier <strong>de</strong> leur superbe contribution. C'est en fait <strong>la</strong> raison <strong>de</strong>Congrès tels que celui-ci et c'est pourquoi nous <strong>de</strong>vons encourager et favoriser les séminaires ainsi que les réunions locales,partout dans le mon<strong>de</strong>.Je reviendrai plus tard sur ce sujet, mais pour l'instant tournons notre attention sur ce qu'on appelle le Miracle du Génome !Le secret <strong>de</strong> <strong>la</strong> vie, <strong>la</strong> séquence ADN dans <strong>la</strong> molécule humaine viennent d'être dévoilés ! La découverte <strong>de</strong> <strong>la</strong> structure <strong>de</strong> basedu génome humain nous amène à une nouvelle ère <strong>de</strong> <strong>la</strong> mé<strong>de</strong>cine. Durant <strong>la</strong> <strong>de</strong>rnière déca<strong>de</strong>, les gènes <strong>de</strong> quelques ma<strong>la</strong>diesgraves , telles que <strong>la</strong> dystrophie muscu<strong>la</strong>ire et <strong>la</strong> chorée d'Huntington, ont été i<strong>de</strong>ntifiés. D'ici quelques années peut-être, uneliste complète et détaillée <strong>de</strong>s éléments humains sera disponible. Quoique <strong>la</strong> génétique actuelle promette <strong>de</strong> nouvelles cureset <strong>de</strong> nouvelles thérapies, elle pose aussi <strong>de</strong> nouvelles menaces. Car une fois que <strong>la</strong> carte génétique humaine complète seradévoilée, les mé<strong>de</strong>cins <strong>de</strong>vront, pour s'en servir, avoir accès aux co<strong>de</strong>s génétiques personnels <strong>de</strong> leur patients... Où ce<strong>la</strong> finirat-il? Une fois qu'il sera possible au mon<strong>de</strong> médical d'accé<strong>de</strong>r au pr<strong>of</strong>il génétique <strong>de</strong> l'individu, les employeurs et les compagniesd'assurance ne vont-ils pas revendiquer le droit d'en faire autant ? Le problème fondamental du droit à <strong>la</strong> «protection <strong>de</strong>l'information génétique» nous concerne tous. Oui, les recherches génétiques ont ouvert les portes d'un mon<strong>de</strong> nouveau ! Ceuxd'entre nous qui ont passé leur vie à observer les problèmes que les praticiens ont eu à confronter dans le passé, ont maintenant<strong>la</strong> tâche importante d'ai<strong>de</strong>r à résoudre ces nouveaux dilemmes.En tant que seule organisation internationale vouée à l'étu<strong>de</strong> <strong>de</strong> l'Histoire <strong>de</strong> <strong>la</strong> Mé<strong>de</strong>cine, notre Société peut jouer un rôle essentieldans cette conjoncture. Le génie est sorti <strong>de</strong> <strong>la</strong> bouteille, personne ne l'y fera plus rentrer, mais en nous servant <strong>de</strong> notre expériencenous pouvons contribuer à <strong>la</strong> solution <strong>de</strong>s problèmes qui surgissent <strong>de</strong>vant sa soudaine et effarante manifestation.140
