tion was established in 1997 with
working capital of not more than Rp
10 million. In 2003, KSU status was promoted
to become Save Loan Cooperation. Such
positive performance finally brought Surya
Sekawan to be selected as participating cooperation
in Agribusiness Sector KSP Capitalization
Strengthening Program for the period
of 2004. Scrolling fund in the amount of
Rp 1 billion was distributed to this cooperation
treasury.
In managing KSP Surya Sekawan, administrators
apply trusteeship philosophy. In
addition to trusteeship, there is a strategy that
is believed to the knot of this KSP Surya
Sekawan success, namely: “Being friends
with the members, being friends with banking,
being friends with the government, and
being friends with entrepreneurs”.
Now, along with this KSP financial ability,
the service scale has also been developed
up to several neighboring districts that surround
Selat Regency, such as Kapuas Hilir
District, Pulau Petak District, and East Kapuas
District. In these four regencies at this time
there are 225 members of this KSP. Many of
them have now been living in better living standards
since they joined with KSP Surya
Sekawan. Some of members of scrolling loan
receiver cooperation have even been able to
develop their business to the level that they had
never expected before. Just to name one, Hj.
Naji Maturpah, an entrepreneur of quail farm,
in 2006 obtained scrolling loan in the amount
of Rp 20 million from KSP Surya Sekawan.
As a cooperation that is a member of
Agribusiness/Sector KSP Strengthening Program,
according to BPD Kalteng, KSP Surya
Sekawan has a remarkable reputation. In ad-
dition to being discipline in paying for loan
installment, this cooperation is also considered
as having effective strategy in selecting
loan receiver members. According to Pandih,
members who have strong business basis
indeed have some sort of facility in receiving
loan. However, KSP is not allowed to apply favoritism.
The new members who are just commencing
their business will also obtain loan.
Indeed, not all members who have received
such capitalization loan are discipline
in paying installment. Well, to anticipate this
type of non performing credit, KSP administrators
established what is so called as an “ambush
team” which intensively conducts intensive
approach to such members who are in arrears.
At this time, the total amount of
Agribusiness/Sector program scrolling that
was received by KSP Surya Sekawan, according
to financial report per July 2009, has
developed to up to Rp 2,9 billion. From the
principal loan in the amount of Rp 1 billion,
KSP has fulfilled its obligations to return the
loan in the amount of Rp 280 million. In addition,
for two years, KSP Surya Sekawan has
also fulfilled its obligation in returning the loan
interest in the amount of Rp 120 million.
This type of performance profile is inseparable
from management strategy applied
by these cooperation administrators. Pandih,
for example, regularly visits the cooperation
members’ homes. Besides that, the communication
with BPD has also been favorable. A
special savings for KSP members has even
been established. The unique thing is Branch
Head of BRI Kuala Kapuas is assigned to
become the Supervisor in KSP Surya
Sekawan administrative structure. “At least there
is an expert in accounting and banking as a supervisor,”
continued Zulianto, Secretary of KSP.
