TTIP will not help Italy’s aluminium SMEs<br />

ForItaly,theUSAarethefirstexportmarketafterEurope,witha<br />

commercial balance of 21 billion euro. The US are also the market<br />

with the highest growth potential, roughly 10 billion euro, especially<br />

because current tariff barriers are concentrated on those sectors<br />

where Italy is specialized, such as textiles, ceramics, jewellery and<br />

food. For this reason the free trade agreement between the USA and<br />

Europe known by its acronym TTIP or Transatlantic Trade and Investment<br />

Partnership, as Carlo Calenda, the Italian government’s Minister<br />

for Economic Development, states, will open up new business opportunities<br />

for our companies, including SMEs. The Minister may certainlyberightasconcernsmanysegmentsofindustryandtrade,butthe<br />

same can hardly be said about the aluminium segment, since the EU<br />

tariffs on raw aluminium imports hinders all sorts of transformers,<br />

rollers, extruders and above all light alloy cast foundries, hampering<br />

them with a cost of raw materials that is from 3% to 6% higher with<br />

respect to non-European competitors, Americans included. Strugglingtoopenupmarketsisallverywellandgood,butweshouldnot<br />

forget first of all to ensure that domestic companies can compete<br />

under fair conditions, so as to prevent free trade from becoming an<br />

occasion for the loss of jobs and a further obstacle to growth.<br />

Per l’Italia gli Usa sono il primo mercato di esportazione dopo quelli europei,<br />

con un saldo commerciale di 21 miliardi di euro. E sono il mercato con<br />

più potenzialità di crescita, circa 10 miliardi di euro, soprattutto perché le<br />

barriere tariffarie esistenti sono concentrate sui settori di nostra specializzazione,<br />

in particolare tessile, ceramica, gioielleria e alimentare. Per<br />

questo il trattato di libero scambio tra Stati Uniti ed Europa noto con la<br />

sigla TTIP Transatlantic Trade and Investment Partnership, come sostiene<br />

Carlo Calenda, ministro dello Sviluppo Economico del governo italiano,aprirànuoveopportunitàdi<br />

businessallenostreaziendeanchemedio<br />

piccole. Il ministro avrà sicuramente ragione per molti comparti dell’industria<br />

o del commercio, ma è molto difficile che si possa dire la stessa cosa<br />

per il settore dell’alluminio, laddove il dazio EU all’importazione di alluminio<br />

grezzo penalizza i trasformatori di ogni tipo, laminatori, estrusori e in<br />

particolare fonditori di getti in lega leggera, gravandoli di un costo sulla<br />

materia prima più elevato dal 3 al 6 % rispetto ai competitori extra europei,<br />

quindi anche americani. Va bene battersi per la liberalizzazione dei<br />

mercati, ma non dimentichiamoci prima di tutto di assicurare alle aziendedomesticheparicondizionicompetitive,perevitarecheilliberoscambiosiainvecel’occasionediperditadipostidilavoroedulterioreostacolo<br />

alla crescita.<br />
