CILVĒKA ĢEOGRĀFIJAweather it is or is not a problem in Latvia. There are 4 factors that help to outline the changes.The most influent factor (“cities’ impact”) is the relatively high level of concentration ofactivities in Riga and other central cities as compared with other Baltic states. Althoughdisparities between bigger cities and rural regions are characteristic to all Baltic states, the gapbetween Riga and the rest of Latvia is greater than in other Baltic states because ‘the distancefrom the capital’ is one of the indicators determining “distribution of welfare” factor in Latvia.This is not evident in all Baltic states. It means that there are numerous primary growth polesfound in this territory which are not adequately equipped to compete to Riga. This also explainswhy the most influential factor of concentration in Latvia is “cities’ impact” and “the welfarefactor” while in other Baltic states such factors as “economic activities” and “demographicaldifferences” are more important.
