It charged creation of a collaborative partnership between four funding streams that would be called the Good Start, Grow Smart Task Force. In South Carolina those partners are the South Carolina Department of Education, South Carolina Department of Social Services, South Carolina Head Start Collaboration Office, and the South Carolina Office of First Steps to School Readiness. The Early Learning Standards were written to align with the existing South Carolina Department of Education Standards for kindergarten through twelfth grades and the Head Start Performance Standards. Their use is mandatory for public school and Head Start programs, and voluntary for child care and faith based programs.
