rezoning lands into their year 2000 promised closest-fit<br />
zone, residential 1 (or township where applicable) or its<br />
equivalent with any new residential zoning, irrespective<br />
<strong>of</strong> any final site-specific land use without excuses such<br />
as those listed above;<br />
ensuring equitable planning corrections for any <strong>of</strong> the<br />
above lands if they were discriminatorily, unfairly or<br />
mistakenly treated differently at any time in the past to<br />
like-neighbouring lands thereby ensuring equal<br />
residential land values;<br />
mediating for compensation or remuneration for<br />
damages and losses including value <strong>of</strong> the lands<br />
(between residential 1 and conservation) and loss <strong>of</strong><br />
distinctive attached urban reticulated infrastructure with<br />
development/property rights and entitlements if the<br />
petitioners’ requests can no longer be accommodated;<br />
investigating and sharing knowledge and expertise with<br />
petitioners to facilitate the above.<br />

That the resolution <strong>of</strong> the Council <strong>of</strong> 4 May 2011 requiring<br />
the Environment and Natural Resources Committee to inquire<br />
into and report by 1 September 2011 on the environment<br />
effects statement processes in <strong>Victoria</strong> be amended so as to<br />
now require the committee to present its report by<br />
30 September 2011.<br />

MEMBERS STATEMENTS<br />
The PRESIDENT — Order! I advise members that<br />
I am given these lists, and each time I face the situation<br />
where I am calling a member who is on the list that has<br />
been given to me and either the member is not here,<br />
which is one thing, or the member is here but has no<br />
intention <strong>of</strong> making a contribution to the particular<br />
debate, it is frustrating for the Chair. It is not a good<br />
look, and I would expect that if we are going to use<br />
lists, we should make sure those lists are accurate in<br />
terms <strong>of</strong> which members want to make a contribution<br />
and the sequence in which they want to do so. If not,<br />
we will dispense with the lists and I will be quite happy<br />
to call members as they stand in their place.<br />
Battle <strong>of</strong> Greece and Crete: 70th anniversary<br />
Mr EIDEH (Western Metropolitan) — I begin by<br />
thanking you, President, and the Honourable John<br />
Pandazopoulos, the member for Dandenong in the other<br />
place, for arranging and leading our recent visit to the<br />
sites <strong>of</strong> some <strong>of</strong> the most amazing battles <strong>of</strong> World<br />
War II, where courageous Australian troops went to<br />
help our good friends in Greece, including Crete,<br />
against the powerful and well-equipped German forces<br />
who threatened the world.<br />
The German forces were an evil that was hit hard in the<br />
face by the valiant people <strong>of</strong> Greece, including Crete,<br />
who took to the enemy and to saving Australians with a<br />
zeal that still amazes people to this day. The people<br />
there fought the very well armed German troops with<br />
garden tools, lumps <strong>of</strong> wood and their bare hands, at the<br />
cost <strong>of</strong> many thousands <strong>of</strong> lives. It was fitting that you<br />
organised this event so that we could honour those who<br />
gave their lives to save Australians and so that their<br />
descendants would know that we will never, ever forget<br />
them.<br />
Republic <strong>of</strong> Cyprus: presidential visit<br />
Mr EIDEH — On another matter, I was privileged<br />
to meet the Cyprian president last Friday. The reception<br />
was very well organised by the Cyprian community and<br />
gave us a great opportunity to meet the President <strong>of</strong><br />
Cyprus, Mr Demetris Christ<strong>of</strong>ias, and the first lady <strong>of</strong><br />
Cyprus.<br />
Energy: alternative generation<br />
Mr BARBER (Northern Metropolitan) — Right<br />
now there are a number <strong>of</strong> key decisions being made<br />
about the future <strong>of</strong> coal-fired power in <strong>Victoria</strong>. It is<br />
worth examining the way baseload power operates in<br />
order to understand that it is not by accident or inherent<br />
design that we have the power system that we have. We<br />
chose it that way due to the development <strong>of</strong> coal-fired<br />
power.<br />
<strong>Victoria</strong> uses about 5000 megawatts <strong>of</strong> power at night<br />
and during the day, regardless <strong>of</strong> the activities we<br />
undertake in our homes and businesses. However,
