Thursday, 2 June 2011 COUNCIL 1739<br />

tender. I will quote from the opposition’s election<br />

commitment:<br />

The coalition’s plan will specify as part <strong>of</strong> the tender process<br />

that these new trains will largely be manufactured in <strong>Victoria</strong>,<br />

in contrast to Labor’s policy <strong>of</strong> exporting jobs to Europe.<br />

Wow, that is a big statement! Last month’s budget<br />

revealed that the Baillieu government failed to deliver<br />

on its election commitment <strong>of</strong> holding a fresh,<br />

competitive tender process for the purchase <strong>of</strong> the first<br />

lot <strong>of</strong> seven new trains that it promised in opposition.<br />

Therefore I assume it will also fail to deliver greater<br />

local content, as it is merely extending the previous<br />

government’s contract with the French firm Alstom to<br />

deliver the X’Trapolis trains. It is Thursday afternoon,<br />

and it is too late to go into a diatribe about hypocrisy<br />

and broken promises, but I am, however, keen to get an<br />

understanding <strong>of</strong> what the government intends to do<br />

with the purchase <strong>of</strong> the remaining 33 trains. I am keen<br />

to get an answer on that.<br />

The action I seek from the minister is for him to inform<br />

us whether the government will fulfil its election<br />

commitment by holding a fresh, competitive tender<br />

process for the purchase <strong>of</strong> the remaining 33 trains.<br />

Planning: Officer<br />

Mr O’DONOHUE (Eastern <strong>Victoria</strong>) — I raise a<br />

matter for the attention <strong>of</strong> the Minister for Planning. I<br />

thank the minister for the advice he provided to the<br />

house yesterday about the future <strong>of</strong> the commercial<br />

heart <strong>of</strong> Officer and his advice that following his work<br />

and the work <strong>of</strong> the Minister for Environment and<br />

Climate Change, Minister Smith, and others that the<br />

road alignment proposed by the former government and<br />

endorsed by the former member for Gembrook, which<br />

would have destroyed the commercial heart <strong>of</strong><br />

Officer — indeed it would have seen longstanding<br />

businesses such as Van Steensel Timbers and Rawson<br />

Motors destroyed as a result <strong>of</strong> the proposal <strong>of</strong> the<br />

former government — will not go ahead. I am pleased<br />

to see that that has been changed, and I congratulate the<br />

minister on that.<br />

As a result <strong>of</strong> the advice <strong>of</strong> the minister, I invite the<br />

minister to come to Officer and meet with the business<br />

owners <strong>of</strong> Officer and local residents to learn <strong>of</strong> their<br />

plans for future investment in their businesses now that<br />

certainty has been delivered by this government.<br />

Responses<br />

Hon. G. K. RICH-PHILLIPS (Assistant<br />

Treasurer) — I have one written response to an<br />

adjournment matter raised by Mr Koch on 5 May. A<br />

number <strong>of</strong> members have raised matters for the<br />

attention <strong>of</strong> ministers tonight.<br />

Mr Lenders raised a matter for the attention <strong>of</strong> the<br />

Premier concerning the catering undertaken and funded<br />

through the Department <strong>of</strong> Premier and Cabinet. I say<br />

to Mr Lenders that to my knowledge catering<br />

arrangements in the Department <strong>of</strong> Premier and Cabinet<br />

are the same as those that existed under the previous<br />

government. Given that the Department <strong>of</strong> Premier and<br />

Cabinet is responsible for the protocol and special<br />

events branch <strong>of</strong> government, a range <strong>of</strong> catering<br />

matters are undertaken through that department and<br />

there is nothing improper or unusual about that. But I<br />

will refer that matter to the Premier for a response as he<br />

sees fit.<br />

Mr Elsbury raised a matter for the Minister for<br />

Education in relation to the Glen Devon school site, and<br />

he asked that the minister work with the local Werribee<br />

community and the Wyndham City Council in<br />

exploring opportunities for the use <strong>of</strong> that site in the<br />

future.<br />

Mr Scheffer raised a matter for the attention <strong>of</strong> the<br />

Minister for Environment and Climate Change in<br />

relation to the proposed aquatic centre development at<br />

Rosebud. I have to say it is disappointing that<br />

Mr Scheffer does not seem committed to the delivery <strong>of</strong><br />

that facility to that community on the peninsula. I am<br />

advised that the minister, Mr Smith, has visited the<br />

peninsula on a number <strong>of</strong> occasions since his<br />

appointment as minister in relation to environment<br />

matters on the peninsula, in which he takes a great<br />

interest. I am confident, as all members <strong>of</strong> the<br />

government are confident, that the minister will<br />

discharge his responsibilities in relation to that project<br />

in accordance with the relevant law.<br />

Mr Drum raised a matter for the attention <strong>of</strong> the<br />

Minister for Education in relation to the Eaglehawk<br />

Primary School. Mr Drum outlined that the previous<br />

government was intent on closing that school prior to<br />

the November 2010 election and apparently is still<br />

trying to close that primary school and undermine the<br />

school community. Mr Drum has asked that the<br />

Minister for Education restate the government’s<br />

commitment to Eaglehawk Primary School so that the<br />

school community can have confidence in the future <strong>of</strong><br />

its school.<br />

Mr Somyurek raised an issue for the Minister for<br />

Manufacturing, Exports and Trade in relation to<br />

commitments around future train purchases by the<br />

<strong>Victoria</strong>n government. Mr Somyurek asked questions<br />

about the procurement process that will be undertaken
