APPROPRIATION (2011/2012) BILL 2011<br />

or failed to deliver after 11 years in power — are being<br />
delivered through this budget.<br />
There is funding for the Koo Wee Rup bypass, a<br />
$50 million project which will start in this term. This<br />
will take hundreds <strong>of</strong> cars and trucks out <strong>of</strong> the<br />
township <strong>of</strong> Koo Wee Rup, make access to South<br />
Gippsland easier and improve the amenity <strong>of</strong> that town.<br />
We have contributed $15 million to the Officer special<br />
school. The Officer special school has been the subject<br />
<strong>of</strong> debate both in the other place and in this place.<br />
Indeed Mr Scheffer raised an adjournment matter on<br />
the Officer special school, criticising the commitment<br />
<strong>of</strong> the opposition before the election and in effect<br />
questioning its ability to deliver. I say to Mr Scheffer<br />
that the government is delivering. In fact we are<br />
delivering more than we promised — an additional<br />
$5 million — because we want this to be an excellent<br />
school for people with special needs and a school that<br />
will service the growing Casey-Cardinia community. I<br />
am very pleased, and I thank the Minister for Education<br />
for that significant investment.<br />
Funding is being provided to upgrade the emergency<br />
department <strong>of</strong> Warragul hospital. There is $8 million<br />
towards the sealing <strong>of</strong> the Omeo Highway. The<br />
Emerald police station is being made a 24-hour-a-day<br />
station. There is $1 million to upgrade the Kokoda<br />
Track memorial walk in Upper Ferntree Gully, home to<br />
the 1000 steps.<br />
The unfair country fare for bus travel from Launching<br />
Place to Warburton East will be abolished. A new bus<br />
interchange in Mornington will be constructed. The<br />
ambulance stations in Belgrave, Emerald and Yarra<br />
Junction will be upgraded to 24 hours. Ferny Creek<br />
Recreation Reserve is being given funding to upgrade<br />
its facilities. There is $200 000 for 10 new bus shelters<br />
in the shire <strong>of</strong> Yarra Ranges.<br />
On a more micro level, the government is investing<br />
$601 million in <strong>Victoria</strong>n road projects. As I said, a<br />
significant investment in particular is the Koo Wee Rup<br />
bypass. Some $403 million is being delivered to<br />
improve public transport statewide. I compare this with<br />
the previous government’s project delivery. What a<br />
farce! The Cardinia Road and Lynbrook railway<br />
stations were being constructed without sufficient<br />
power for trains to stop and take <strong>of</strong>f. Under the former<br />
government’s plan trains could not stop at two<br />
brand-new stations that had been built. What an<br />
absolute joke! Has anyone heard <strong>of</strong> anything more<br />
incompetent in their lives? The Baillieu government is<br />
fixing that problem and working on that issue as we<br />
speak to ensure that — surprise, surprise — there will<br />
be power for trains to slow down, stop and take <strong>of</strong>f<br />
again.<br />
Some $20 million will be spent over four years to<br />
improve access to public transport for <strong>Victoria</strong>ns with a<br />
disability, and the coalition has allocated $100 million<br />
over four years for ongoing rail maintenance and<br />
$222 million for the purchase <strong>of</strong> 7 new trains as part <strong>of</strong><br />
a commitment to introduce 40 new trains.<br />
This budget has been delivered in challenging fiscal<br />
times and in a challenging fiscal environment. The<br />
government has had to deliver this budget after coming<br />
to government only in December. I congratulate the<br />
Treasurer, the Minister for Finance, the Assistant<br />
Treasurer, the cabinet and the <strong>Victoria</strong>n public service<br />
for facilitating and assisting the government to deliver<br />
this budget which keeps faith with the <strong>Victoria</strong>n public<br />
that elected this government. The budget delivers on the<br />
government’s election commitments. It is a prudent,<br />
responsible and measured budget, and I congratulate<br />
the government on it. I look forward to the<br />
commitments that have been made being implemented<br />
over the course <strong>of</strong> this term and over the next<br />
12 months.<br />

Statement <strong>of</strong> compatibility<br />
Hon. G. K. RICH-PHILLIPS (Assistant Treasurer)<br />
tabled following statement in accordance with<br />
Charter <strong>of</strong> Human Rights and Responsibilities Act<br />
2006:<br />
In accordance with section 28 <strong>of</strong> the Charter <strong>of</strong> Human Rights<br />
and Responsibilities, I make this statement <strong>of</strong> compatibility<br />
with respect to the Appropriation (2011/2012) Bill 2011.<br />
In my opinion, the Appropriation (2011/2012) Bill 2011, as<br />
introduced to the Legislative Council, is compatible with the<br />
human rights protected by the charter. I base my opinion on<br />
the reasons outlined in this statement.
