RESOLUTION OF THE MUNICIPAL COUNCIL OF THE CITY OF JERSEY<br />
CITY AUTHORIZING A,' CONTRACT WITH COMMUNITY ASSET<br />
PRESERVATION ALLIANCE OF JERSEY CITY (CAPA) UNDER THE<br />
NEIGHBORHOOD STABILIZATION PROGRAM (NSP)<br />
NOW, THEREFORE, BE IT RESOLVED by the Municipal Council of the <strong>City</strong> of<br />
<strong>Jersey</strong> <strong>City</strong> that:<br />
1. The Mayor or Business Administrator is hereby authorized to enter into an<br />
agreement with Community Asset Preservation Allance of <strong>Jersey</strong> <strong>City</strong><br />
(CAPA) for the acquisition and rehabiltation of foreclosed upon and I or<br />
abandoned properties within the HUD approved NSP target area.<br />
2. Subject to review and approval by Corporation Counsel, the Mayor or<br />
Business Administrator is hereby authorized to execute mortgages, notes,<br />
affordable housing development agreements, in substantially the form<br />
attached, and such other documents deemed necessary to secure loans and<br />
grants made under the <strong>City</strong>'s HUD entitlement grants. The terms and<br />
conditions of the aforementioned documents may be negotiated by the<br />
Division of Community Development and shall be in accordance with all laws,<br />
rules and regulations applicable to the program.<br />
BE IT FURTHER RESOLVED, this contract shall be subject to the condition that the<br />
contractor provide satisfactory evidence of the compliance with the Affrmative Action<br />
Amendments to the Law Against Discrimination, N.J.SA 10:5-31 et seq.<br />
I, Donna Mauer, hereby certify that suffcient funds in the amount of $577,470 are<br />
available in account number 02-213-40-949-314 (P.O. #/06'-1-C) and<br />
$1,000,000 are available in account number 02-213-40-049-314. (P.O.<br />
