RESOLUTION AUTHORIING AN AGREEMENT WITH O.R. COLAN<br />
ASSOCIATES, LLC AS AN EXTRAORDINARY UNSPECIFIABLE SERVICE<br />
WITHOUT PUBLIC BIDDING TO PROVIE COMMERCIA RELOCATION<br />
ASSISTANT SERVICES IN CONNCTION WIH TH CITY'S ACQUIITION OF<br />
13-15 LINEN AVENU EAST<br />
WHREAS, the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong> (<strong>City</strong>) will be constructing a new Deparment of<br />
facility at 13-15 Linden Avenue East; and<br />
Public Works<br />
WHEREAS, Libert Warehouse located on Lot X.l and Libert Storage located on Lot Y of 13-15<br />
Linden Avenue East are two commercial businesses that need to be relocated from the <strong>City</strong>'s<br />
propert at 13-15 Linden Avenue East; and .<br />
WHEREAS, it is necessar for the <strong>City</strong> to hire a consultant to provide the <strong>City</strong> with commercial<br />
relocation assistace services; and<br />
WHREAS, the <strong>City</strong> inormally solicited for proposals from two commercial relocation assistat<br />
services consultants; and<br />
WHEREAS, O.R. Colan Associates, LLC (ORC) submitted a proposal to the <strong>City</strong> indicating that<br />
it will prepare a Workable Relocation Assistance Plan (WRP) for a lump sum fee of$5,500.00;<br />
and<br />
WHREAS, ORC wil provide other relocation assistance services for the following rates:<br />
Principal- $160.00 per hour<br />
Project Manger- $135.00 per hour<br />
Relocation Specialist - $117.00 per hour<br />
Administrative Assistat - $67.00 per hour<br />
WHREAS, the tota of the amount of the contract shall not exceed the sum of $30,000.00; and<br />
WHREAS, the Director of the Deparent of Public Works Director has certified that these<br />
services qualify as Extraordinar, Unspecifiable Services (EUS) under the Local Public Contracts<br />
Law, N.J.S.A 40A:11-l ~~.; and<br />
WHEREAS, the resolution authorizing the award of the contract and the contract itself must be<br />
available for public inspection; and<br />
WHREAS, the <strong>City</strong> is acquirig these services directly and openly as a statutorily permitted<br />
contrct pursuat to the provisions ofN.J.S.A. 19:44A-20.4 ~ ~., Pay-to-Play Law; and<br />
WHREAS, the <strong>City</strong>'s Director of the Deparent of Public Works has determned and certified<br />
in wrting that the value of the contract will exceed $17,500.00; and<br />
WHREAS, ORC has completed and submitted a Business Entity Disclosure Certification which<br />
certfies that ORC has not made any reportble contrbutions to the political candidate commttees<br />
listed in the Business Entity Disclosure Certfication in the previous one (1) year, and that the<br />
contract will prohibit ORC from makg any reportble contrbutions durg the term of the contrct;<br />
