Inhabitants <strong>of</strong> <strong>Amesbury</strong> being assembled this 3d<br />

day <strong>of</strong> February, 1 778, took into consideration the Articles <strong>of</strong> Con-<br />

federation and perpetual union betwixt the United States <strong>of</strong> Amer-<br />

ica, the Honorable the House <strong>of</strong> Representatives looking upon<br />

it as a matter <strong>of</strong> the greatest importance by their Resolves<br />

have recommended it to the consideration <strong>of</strong> the several<br />

towns in this state to instruct their Representatives to act<br />

and do as they shall judge most for the advantage and security<br />

<strong>of</strong> this and the other United States, relative to that matter,<br />

the inhabitants <strong>of</strong> this town are most humbly <strong>of</strong> their opinion,<br />

and sincerely obliged to that Honorable Assembly where<strong>of</strong><br />

you have the honor to be a member, for the great care they<br />

have taken in order to collect the whole wisdom <strong>of</strong> the States<br />

before they come to a determination upon a matter where the<br />

lives, the liberties, the property, the safety and the future well<br />

being <strong>of</strong> this Continent so much depends, after reading the several<br />

articles, and considering the same the inhabitants upon mature<br />

deliberation and with the most earnest solicitude recommend<br />

the following amendment in the several articles hereafter<br />

mentioned.<br />

In the 8th article where the proportioning the Continental<br />

charges upon the several states, it be proportioned according<br />

to the value and income <strong>of</strong> personal as well as real estate.<br />

And in the ninth article the Congress not to have the sole<br />

and executive right and power <strong>of</strong> determining on peace and war<br />

without first consulting the Legislative authority <strong>of</strong> every one <strong>of</strong><br />

the United States, and the Legislative authority <strong>of</strong> nine <strong>of</strong> the<br />

United States consenting to the determination <strong>of</strong> war, and to<br />

every article <strong>of</strong> all Treaties <strong>of</strong> Peace and alliance, then the<br />

United States in Congress to have power to declare war and<br />

grant letters <strong>of</strong> Marque and Reprisals and to ratify peace and<br />

not without such consent first 'had &c.<br />

Also in the ninth article when the Congress either borroweth<br />
