American 9th graders and 37% of Latino 9th graders in Oakland completed high<br />
school four years later as the class of 2003. Of this already low percentage of<br />
graduates, only 34.5% of graduates in 2003-4 (the last year data is available on the<br />
CDE site) graduated UC/CSU eligible. Data is not available for college matriculation,<br />
but the previous statistics and the experience of the team indicates that these<br />
numbers are tragically low as well, especially in light of the kinds of jobs and<br />
opportunities that exist in today's society for young people who do not have college<br />
degrees.<br />
<strong>ARISE</strong> <strong>High</strong> <strong>School</strong> will target recruitment efforts in traditionally under-served and<br />
under-achieving communities with the goal of creating a model where these students<br />
do go on to attend and graduate from four-year colleges. <strong>ARISE</strong> <strong>High</strong> <strong>School</strong> plans to<br />
open in the summer of 2007 with 110 students in grades 9 and 10, adding a new<br />
group of 55 ninth graders each subsequent year.<br />
What It Means to Be An "Educated Person" in the 21 st Century<br />
<strong>ARISE</strong> <strong>High</strong> <strong>School</strong> believes that the definition of an "educated person" in the 21st<br />
century is someone who:<br />
0 Is fully prepared for and ultimately graduates from a four-year college<br />
0 Has the skills and knowledge to be successful in college and the world of work<br />
0 Is prepared to pursue any option he or she may choose for a successful and<br />
productive future<br />
0 Is committed to a lifetime of learning beyond the confines of any school or<br />
university<br />
0 Can communicate and work effectively with others from a diverse array of<br />
backgrounds<br />
0 Can set and achieve goals<br />
0 Can be full participants in a democratic society<br />
0 Has the ability to take leadership in his or her community<br />
0 Has an understanding of different cultures and the experience of effectively<br />
navigating within cultures different from his or her own<br />
0 Has the skills and awareness to function effectively in a global society and<br />
economy<br />
How Learning Best Occurs<br />
While <strong>ARISE</strong> <strong>High</strong> <strong>School</strong> will pioneer original and innovative educational practices,<br />
particularly in terms of the symbiotic relationship between Mills College and the school<br />
with each serving as a lab and extended classroom for the other, <strong>ARISE</strong> <strong>High</strong> <strong>School</strong><br />
will also take advantage of the best practices and instructional approach of the<br />
Coalition of Essential <strong>School</strong>s and Expeditionary Learning Outward Bound, as well as<br />
the rich and successful history of the Mills TRIO Programs.<br />
